Key Responsibilities:
Procurement Function Management:
Manage the Procurement function and interface with supervisors, managers, and cross-functional organizations.
Purchasing Activity Oversight:
Directs, controls, and oversees the purchasing activity related to the acquisition of supplies and services that have a significant effect on programs and the expenditure of resources, in accordance with applicable government and corporate regulations.
Supplier Performance Administration:
Oversees management and administration regarding supplier performance and maintains continual internal and external reviews to ensure that all issues are resolved in accordance with company policies and procedures, customer requirements, and management direction.
Identify and Resolve Issues:
Provides expertise in identifying potential procurement problems or conflicts, analyzing impact/ramifications and resolving issues.
Procurement Compliance:
Assures Procurement Professionals, Procurement Files, and Procurement Process complies with Company Policies and Procedures.
CPSR Support:
Responsible for supporting Contractor Purchasing System Reviews (CPSR) and ensures NSS’s Purchasing System continues to be DCMA Approved.
Improvement Activities:
Participates management in continuous improvement activities to ensure compliance with government and company policies and procedures.
Proposal Support:
Reviews and oversees bid packages, leads procurement negotiations, performs price/cost analysis as appropriate, serves as leadership interface with suppliers, oversees the analysis and evaluation of proposals, and ensures the final settlement and closeout of purchase orders.
Prepares and Disseminates Information:
Prepares and disseminates information to appropriate leadership level regarding purchase order status, compliance, modification, deviation, negotiation, termination, and closeout.
Supervisory Responsibilities:
Hires and trains employees; manages dismissals; conducts performance evaluations; plans and approves salary increases; manages discipline and documentation steps in problem employee situations; establishes department and individual performance goals; and reviews employee’s performance against goals.
Team Training and Development:
Champions, coaches, and motivates team members and assists in the development and training of site and/or field site personnel.
Effective Business Relationships:
Establishes and maintains effective business relationships with internal and external customers and suppliers.

Minimal.

Security Clearance Requirement:
Candidate should have the ability to obtain a clearance as necessary.
Education and Experience:
Skills required for this job are typically acquired through the completion of an undergraduate degree and 12+ years of experience; 5 of which should be in management.
Contract Experience:
Experience with Cost Plus contract type administration and management.
Leadership Reporting:
Experience reporting and briefing senior level leadership.
Communication:
Good oral and written communication skills.
Microsoft Suite Experience:
Experience with Microsoft Excel and Deltek Suite of software.
Desired:
CPSR Experience:
Preferably has previous experience with preparation for a Contractor Purchasing System Review (CPSR) and administration and management of Other.
