Overview:
The
Senior Vice President and Chief Strategy Officer (CSO)
is a key member of the Authority's executive team, overseeing a diverse staff of technical, professional, and service-oriented personnel. This role is responsible for leading Financial, Communications, Governmental and Community Affairs, Marketing, Risk Management and Safety, and the Project Management Office (PMO). The CSO also provides strategic vision and leadership in the development, execution, and communication of the Authority's annual Business Plan and multi-year Strategic Plan, ensuring alignment with the organization's goals through effective processes and cross-functional collaboration.

As a key member of the executive management team, this role partners with executive leadership and the Board of Directors to develop and implement organization-wide strategies. The position oversees multiple departments, ensuring alignment with the Strategic Vision and Mission of the Authority while driving innovation, operational efficiency, and strategic planning across the organization.
Strategic Leadership:
Partner with executive leadership and the Board of Directors to design and execute strategies that advance the Authority’s mission. Lead the formulation and implementation of strategic plans, business plans, policies, and programs, ensuring alignment with organizational goals.
Performance Metrics & Reporting:
Develop, maintain, and communicate performance targets and associated metrics to track progress against strategic goals.
Presentation & Communication:
Prepare and deliver enterprise presentations based on strategic insights, industry trends, and organizational analysis to drive continuous improvement initiatives.
Financial Oversight & Budgeting:
Oversee the development of the annual comprehensive budget to ensure the efficient allocation of Authority resources. Create detailed reports to monitor expenditures and conduct trend analyses, providing insights that drive informed financial decision-making.
Public & Governmental Relations:
Provide leadership in public relations, media relations, crisis communications, and governmental affairs.
Enterprise Risk Management & Safety Compliance:
Lead the implementation of Enterprise Risk Management (ERM) programs, OSHA-compliant safety programs, and corporate insurance initiatives.
Marketing:
Lead and manage the marketing department, overseeing the development and execution of marketing strategies that align with organizational goals. Supervise the team to ensure successful campaign planning, branding, digital marketing, and communications initiatives.
Project Management:
Oversee the Project Management Office (PMO), ensuring the successful planning, execution, and delivery of projects across the organization. Develop and implement standardized processes, best practices, and governance frameworks to ensure projects are aligned with strategic objectives, completed on time, and within budget. Drive continuous improvement in project execution, risk management, and resource allocation to maximize efficiency.
Staff Management & Development:
Plan, organize, assign, and evaluate the work of professional, technical, support, and operational staff. Oversee staff selection, training, development, and performance management, including disciplinary actions and recognition programs.
Contract Review & Approval:
Review and approve major divisional contracts, ensuring alignment with organizational goals.
Policy & Procedure Development:
Establish and implement divisional goals, policies, and procedures to drive operational excellence.
Process Improvement & Innovation:
Evaluate and recommend modifications to operations and business processes. Implement innovative solutions that address evolving business needs.
Aviation Industry Engagement:
Participate in aviation-related groups and initiatives to stay informed of emerging business solutions and industry trends.
Special Projects:
Lead and complete special projects as assigned.
Performs additional related work as required.
Qualifications:
Education:
Required:
Bachelor’s degree in business administration, public administration, aviation, or a related field.
Preferred:
Master’s degree preferred.
Experience:
Required:
A minimum of 15 years of high-level experience in a complex, dynamic business environment.
At least 10 years of senior or executive management experience in an airport or high-volume, 24/7/365 operational setting.
Over 10 years of proven experience in developing organizational Business Plans, Strategic Plans, annual budgets, tactical plans, performance metrics, and process improvements to ensure alignment with the organization’s vision and mission.
Experience in developing and mentoring staff to build and sustain high-performing, motivated teams.
Demonstrated leadership capabilities, with the flexibility to thrive in a constantly evolving environment and meet deadlines autonomously.
A track record of identifying opportunities for innovation and implementing effective business solutions.
Expertise in administrative practices such as goal setting, program development, implementation, evaluation, and employee supervision.
Proven ability to develop and manage diverse teams and inspire employee motivation.
Demonstrated success in policy and process development, improvement, and project management.
Experience collaborating with airline staff and state and federal agencies.
Licenses or Certifications:
Required:
Valid Driver’s License.
Preferred:
Industry-related accreditation, from Airport Council International (ACI) or the American Association of Airport Executives (AAAE) or equivalent, is highly desirable.
