Ecompex is recruiting for a Construction Project Manager to provide professional support services to our client to include managing the day-to-day project management of construction projects such as shore infrastructure maintenance, construction, improvement, and alteration projects. Some responsibilities of this position can include assisting with acquisition objectives, ensuring construction projects are in accordance with plans and
Specifications, overseeing project schedule, construction progress, performing constructability reviews of project and documents, and communicating with local staff to inform on construction progress.
Minimum Qualifications:
Must be a US Citizen. Must be able to pass a Tier 1 background investigation. Must possess a bachelor's degree in architecture or Engineering or Construction Management or possess registration as a professional engineer in a state, District of Columbia, Guam, or Puerto Rico. Must have a minimum of five years' experience as field engineer, project manager, or managing multiple construction contracts involving multiple disciplines/trades. Extensive experience utilizing Microsoft Word, Excel, PowerPoint, Microsoft Office, computer-aided design (CAD). Desired Qualifications:
Licensed Professional Engineer or other industry-standard professional licensure related. Current 30-Hour OSHA Certification. Current Construction Industry 8-hour Confined Spaces Entry Certification. Current 40-Hour Contracting Officer Representative (COR) certification. Current Professional Construction Manager Course (PCM) certification. Required Skills:
Must have experience and knowledge of construction project management concepts, principles, and practices. Experience managing project schedules, construction progress, and period of performance/contract completion date. Experience with contributing to the development of contract modifications and associated documents such as construction costs estimations, red line drawings, statement of work, and edits to the specifications. Must possess effective communication skills. Must be able to assess and understand risks and mitigate problems. Experience developing strategies to review equipment and material submittals, progress charts, quality control, safety plans, and various work plans. Experience managing multi-discipline, multi-faceted projects related to real property facilities. Responsibilities:
Ensure construction is in accordance with plans and specifications. Review current work with the approved site plans, specifications, and permits to help ensure the construction project is compliant with local, state, and federal environmental requirements. Make on-site visits and work with Superintendents/Contractor's Project Managers of construction project(s) and provide written reports to the Coast Guard. Monitor job-site safety and compliance. Research and identify design and/or construction problems and provide recommendations to the Coast Guard construction project management team. Process contractor Requests For Information (RFIs) and Design Clarification Requests. Monitor the contractor's project management for compliance with contract, and report observations. Assist with development of contract modifications and associated documents. Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review construction contractor's submittal, check against the materials being installed, and monitor schedule of submittals. Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc. Maintain a current set of contract plans and specifications with executed modifications posted. Ensure the construction contractor is maintaining a current set of as-built drawings and updates the construction schedule. Perform labor interviews when requested. Communicate with other agencies and organizations involved in the project. Coordinate utility interruptions and/or outages between the Coast Guard and the contractor. Perform pre-construction plan reviews, identify risks, identify confusing plans and specifications, and offer solutions. Arrange for transfer of documents, Operations and Maintenance manuals, spare parts, tools, as-built drawings, keys, and guarantees to the Coast Guard. Monitor compliance with environmental protection requirements. Communicate to stakeholders any technical or contractual difficulties encountered during performance. Ensure that the contractor submits proper security or facility clearance forms and ensure proper management of government furnished property. Evaluate proposals for technical feasibility, and quantity verification. Review payment requests/invoices and provide recommendations as necessary.
