Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD is seeking an accomplished candidate for the position of Senior Program Manager in the Summer Youth Employment Program (SYEP) and Work, Learn, Grow (WLG) unit. SYEP provides New York City youth between the ages of 14 and 24 with paid summer employment for up to six weeks in July and August. Participants work in a variety of entry-level jobs in the nonprofit and private sectors. In addition to providing a safe and well-supervised work experience to youth, SYEP also offers workshops that cover valuable work readiness topics such as demonstrating good workplace habits and skills, exploring career interests, exposing opportunities to continue education and social growth and understanding the importance of financial literacy. Programs are located in community-based organizations in all five boroughs of New York City. The Work Learn Grow program is a school year employment and education program that builds on the SYEP experience and offers NYC youth the opportunity to strengthen their work readiness skills, explore careers, and receive academic support, including opportunities to earn college credits and inform plans for postsecondary education. Under the supervision of a SYEP Deputy Director, with latitude for independent decision making, the Senior Program Manager will be responsible for monitoring 15+ contracts and will perform the following duties:
Monitor and assess SYEP Providers performance to ensure program administration and practices result in high quality services to youth;
Clearly communicate program policies and procedures to guide SYEP Providers and ensure they achieve contractual goals including but not limited to recruitment, job development, data entry, enrollment, placement, timekeeping, payroll, monitoring, evaluation, counseling, program budgeting and file upkeep;
Ensure fiscal responsibility and provide technical expertise in the submission of program work scopes, budgets and pre-program documentation;
Utilize DYCD’s web-based information management systems including program and contract performance systems;
Conduct field visits to providers’ program sites and offer technical assistance at pre-program assessments, during the summer and post-program.
Complete audits of program records at provider sites and make ad-hoc visits to support special initiatives and events as needed.
Ability to represent/communicate on behalf of the agency by attending public events, to share program related information while adhering to all government policies, rules and regulations
Supervise seasonal staff, distribute assignments, review and log/track monitoring reports
Compile, analyze, and process all reports/data supporting provider performance statistics to inform and support management decision-making;
Other projects and tasks as needed to support the SYEP unit and programs.
Flexible schedules are required and are at the discretion of your supervisor based on the program needs.
Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Experience in and knowledge of workforce and youth development field preferred. - Excellent verbal and written communication skills. - Strong problem solving and analytical skills. - Enjoy working as a team member as well as independently. - Ability to multi-task and meet constricted deadlines designated by program requirements and needs. - Strong interpersonal skills resulting in exceptional rapport with people. - Computer literate with advance knowledge of Microsoft Office suits.

Residency Requirement
New York City residency is generally required within 90 days of appointment.
