JOB DESCRIPTION:An Oracle Database Administrator (DBA) is needed to provide expert database administration support to an Intelligence Community (IC) customer in the Washington D.C., Maryland, and Virginia region. This position requires a hands-on, detail-oriented approach to managing and optimizing Oracle databases in high-security environments, including Sensitive Compartmented Information Facilities (SCIFs). The role offers flexible working hours, but telework or hybrid work arrangements are not available, as all work must be performed onsite within secure facilities.
The Oracle DBA will play a critical role in maintaining the availability, integrity, and security of highly sensitive production databases, ensuring they operate efficiently and securely in support of the customer’s mission. Responsibilities include installing, configuring, and optimizing Oracle database systems, managing complex backup and recovery operations, and implementing high availability and disaster recovery solutions. The DBA will collaborate closely with development, business, and operations teams to address performance issues, apply Oracle database STIGs, and ensure the overall security and compliance of database environments. Additionally, the role will involve troubleshooting complex technical issues, including resolving database performance bottlenecks and database errors, as well as overseeing routine database maintenance and patching processes. The successful candidate will apply industry-leading best practices and security standards to safeguard the integrity of critical data, maintain the highest levels of database performance, and provide recommendations for improving system architecture and scalability.
Job Duties
Database Administration & Management
Install, configure, provision, operate, and administer Oracle database management systems (DBMS) and associated backend server hardware.
Perform daily database administration tasks, including patching, troubleshooting, backups, and ensuring high data availability.
Monitor, maintain, and performance-tune production databases to meet business requirements for availability, scalability, and reliability.
Ensure database integrity, availability, and security, particularly in a high-security environment (SCIF).
Apply database STIGs (Security Technical Implementation Guides) and adhere to security best practices to ensure database compliance.
Implement and manage backup and disaster recovery strategies for Oracle database environments.
Upgrade major database instances independently and ensure all patches and updates are applied to minimize vulnerabilities and downtime.
Technical Support & Performance Tuning
Troubleshoot and resolve database performance issues, ensuring minimal downtime and optimal database performance.
Conduct performance tuning for databases, including queries, indexes, stored procedures, and hardware resources.
Provide support for database-related infrastructure, including backend storage, hardware platforms, and network configurations.
Design and implement database schema, tables, and indexes for new applications or enhancements.
Perform capacity planning and utilization monitoring for databases, ensuring scalability for future needs.
Support development teams in writing and optimizing SQL and PL/SQL queries, as well as generating system data reports.
Collaboration & Documentation
Collaborate with development, business, and operations teams to ensure that database systems align with organizational and mission needs.
Document database configurations, procedures, and troubleshooting steps, creating standard operating procedures (SOPs).
Participate in team meetings, reviewing database performance and availability issues, and providing solutions for improvement.
Assist in the development and improvement of database-related policies and procedures, ensuring consistency and operational efficiency.
Security & Compliance
Ensure compliance with database security requirements, including auditing, access control, and encryption standards.
Ensure timely patching and resolution of security vulnerabilities within the database systems.
Work with the information security team to review and apply database security policies and standards.
Additional Duties
Participate in on-call support rotation for after-hours database troubleshooting and performance issues.
Stay up-to-date with Oracle DBMS enhancements, industry best practices, and relevant technologies like cloud services and virtualization (e.g., AWS, VMware).
Assist in the migration of database environments to the cloud (AWS, Oracle Cloud) when applicable.
Provide technical guidance and mentorship to junior DBA staff or team members.
QUALIFICATIONS:

Preferred: TS/SCI w/CI Polygraph; Minimum Acceptable: TS/SCI
Education:
Bachelor’s Degree in Computer Science, Information Technology, or a related field. Waiver: An additional 4 years of hands-on experience may be considered in lieu of a Bachelor’s degree.
Certification(s):
Required: Security+ (DoD 8570 Baseline certification for IAT Level 2); Active TS/SCI clearance with the ability to pass a CI polygraph. Desired: Oracle Database Administrator certification (e.g., Oracle OCP or equivalent); Additional cloud-related certifications (e.g., AWS Certified Solutions Architect).
Minimum Years’ Experience:
Eight (8) years of Oracle Database Administration experience.
Experience:
Extensive experience with Oracle Database platforms (versions 19c and higher), including installation, configuration, patching, and performance tuning. Proven ability to implement and maintain STIG compliance for Oracle databases, ensuring all security standards are met. Strong experience applying database patching strategies to keep systems up to date and secure. Hands-on experience with Oracle RAC (Real Application Clusters) database clustering to provide high availability, scalability, and fault tolerance for Oracle databases. Significant Experience with Data Guard to ensure data availability, data protection, and disaster recovery. Solid working knowledge of ASM (Automatic Storage Management) for database storage management.
