Under general supervision, performs daily work assignments for the Engineering Division of the Utilities Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority. Recruitment Qualifications
RECRUITMENT QUALIFICATIONS Required: Bachelor's degree in Civil Engineering or a related field; Five (5) years of project management experience; Three (3) years of progressively responsible experience in the supervision of employees; Three (3) years of experience in civil engineering design and construction; Valid New Mexico Driver's License, or the ability to obtain within 60 days, with a driving record acceptable to the City of Alamogordo; Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Desired: Municipal engineering experience. Project Management Professional (PMP) certification. Essential Duties
Prepares, administers, and oversees project and program budgets within the City's accounting system; Oversees division procurement processes within city, state, and federal guidelines; Oversees acquisition and contract functions for facility and infrastructural improvement and/or maintenance programs with an emphasis on quality and cost control; Assembles, coordinates and manages multidisciplinary technical review teams made up of professional staff from other City departments, other governmental jurisdictions and agencies, private contractors, and utilities; Troubleshoots problems associated with developing complex systems, procedures, and operations and with coordinating design, right-of-way acquisition, incorporation of easements, construction, and entity operations for water, sewer, street, utility, transportation, public facilities and parks projects; Keeps abreast of new technology and methods related to division responsibilities; Provides project briefs pertaining to scheduling for and the status of projects in both the planning and construction/implementation phases; Chairs various project review and pre-submittal meetings; Assists in developing departmental and capital plans, goals, objectives, policies and procedures; Performs administrative functions including typing, preparing, copying, and filing correspondence and other documents, including contract documents, memos, minutes, technical specification books, various reports, etc.; Prepares and issues documents for sealed bids, Requests for Proposals, and written price quotations for products, services, and construction projects; attends bid openings; reviews and tracks bid proposals and quotes; ensures compliance with policies and technical specifications through coordination with Purchasing; Prepares reports on contract recommendations regarding goods and services as needed for presentation to the City Commission and public; Within the division, oversees the handling of grant funds in accordance with funding agency guidelines; Acts as the "Owner's" agent for the City in structural and infrastructural improvement or maintenance programs and is responsible for bringing projects to completion with an emphasis on quality, schedule, and cost control; Serves as the point of contact for contractors, stakeholders, and citizens on assigned City projects; Provides highly skilled technical and management advice and assistance to City departments and personnel; Provides information to appropriate stakeholders pertaining to all aspects of projects in both the planning, design, and construction/implementation phases; Coordinates activities with City public information personnel and relays public concerns to appropriate officials; may be responsible for writing print-ready public service announcements; Chairs various project review and pre-submittal meetings; Establishes and maintains liaison as required with boards, committees, and commissions; Assists in the development of division plans, goals, objectives, and policies and procedures; Assists other City departments in the planning and placement of facilities; Coordinates schedules of staff and other interested parties; Maintains knowledge of programs for which Engineering is responsible; Assists in expediting the division's mission to respond to development proposals and further the issuance of City approvals for various land use certifications when needed; Advises outside agency stakeholders of the City's priorities and mission; Conducts research and manages the incorporation of easements into infrastructure projects; Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills; Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable state or federal authority. Work is generally performed in a typical office environment, which may include temporary construction offices; Position may also include on-site work at various locations and facilities where hazards may exist involving exposure to all phases of construction, traffic, hazardous materials, weather conditions, noise, debris, dust, undeveloped and uneven terrain, and other obstacles and hazards. Occasionally works near moving mechanical parts and in precarious places; The noise level in the work environment is usually quiet in the office and moderate to loud in the field; Lift and/or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited. Lifting objects, materials, or equipment weighing more than fifty (50) pounds require the buddy system or the use of devices designed to assist with lifting or moving. Proper lifting techniques shall be used when lifting items of any weight; and Required to wear personal protective equipment (PPE) appropriate for job assignments including protective footwear, marked by the manufacturer, with a minimum standard of M/F I/75/C75, 6" ankle height work boots, per current ASTM F2413 standard.
