Major Responsibilities:
Level 1
Manages daily labor relations activities on construction projects and operating facilities and provides advice and guidance to labor relations personnel in the resolution of labor disputes, grievances, and work stoppages to prevent construction schedule delays, including LR/IR/WFS Managers and/or site construction managers Represents Bechtel in meetings and manages the preparation of information and data to be discussed at these meetings Manages the development and approves the preparation of labor and construction industry studies Leads LR/IR/WFS teams and change management on project, and within Bechtel Reviews policies and practices and recommends changes and ensures that LR/IR/WFS activities conform to company and site policies/procedures and legal requirements Supervises the development and implementation of process improvement initiatives with construction management Ensures projects develop and implement communication plans to ensure craft employees and IR personnel are kept apprised of any changes that may impact them Level 2
Directs preparation of manual workforce forecasts for construction projects and plans for the resolution of critical craft shortages through nationwide recruiting and training efforts Manages LR/IR/WFS organization, change management, and provides direction regarding all LR/IR/WFS activities Develops contract language, negotiation strategies and tactics and applies them in national labor union contract negotiations representing Bechtel individually or as a member of a construction contractor association Consults with Legal on necessary legal actions resulting from labor disputes Participates in the proposal process and reviews and approves project estimates, budgets, and forecasts for sufficient LR/IR/WFS resources Collaborates and interfaces with construction leadership to ensure there is GBU alignment with Industrial Relations Operations and with Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction projects Education and Experience Requirements:
Level 1
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience Level 2
Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience Required Knowledge and Skills:
Experience in supervising labor relations functions on direct hire and construction management construction projects and operating facilities. Proficiency in developing contract language, negotiation strategies and tactics and demonstrated skills in contract negotiations on a national and project level. Broad knowledge of labor and employment laws as they apply to construction workers. Broad knowledge of organizational structure and work practices of labor unions and construction industry trends and developments. Knowledge of legal procedures in the handling of lawsuits arising from labor disputes. Experience in supervising research activities for the preparation of speeches, presentations and bid information. Skills in written and verbal communication
