Title: Procurement Manager Location: Inglewood, CA Job type: Full time Salary range: $130k/yr - $160k/yr Local candidates to LA metro only, no relocation assistance available This candidate for position must meet export control and other special program access compliance requirements. SCOPE: The Procurement Manager is responsible for the leadership and management of a team of experienced buyers engaged in the procurement of complex machined and processed materials used in products that support the War Fighter. The Manager and all members of the procurement team must strictly comply with all FAR, DFAR, and company requirements. The Manager must also maintain appropriate records of this compliance. The Manager is responsible for the selection and procurement of all raw materials, extrusions, castings, machining, heat, chemical, other processing activities, and related subassemblies that are sourced from both domestic and international suppliers. The Manager is responsible for all cost controls. The Manager should be able to act independently to solve complex problems with a sense of urgency, but also escalate as appropriate. This position requires substantial procurement experience working with machining suppliers in the aerospace or defense industry. ESSENTIAL DUTIES AND RESPONSIBILITIES: Ensure the appropriate selection, engagement, negotiation, documentation, award of business, contracts, management, escalation, problem resolution, and delivery with complex machining and processing suppliers. Establish, train, maintain, and coach a robust team of buyers. Ensure the maintenance of professional standards and a positive morale. Establish, monitor, and manage the continuous improvement of the team through the effective use of KPIs by measuring volume metrics, team/individual effectiveness, and team/individual efficiency. Manage the effective distribution of work across the team and ensure the backlog of purchase requests meet established targets. Ensure robust negotiations and best value with complete machining and processing suppliers. Collaborate with Strategic Sourcing, Estimating and Fulfillment. Ensure clear and timely flow of information, avoid redundancy and waste, and help manage under-performing suppliers. Collaborate with Planning and the Program Management Office. Ensure visibility of, and the efficient and effective flow of requirements. Ensure Procurement does everything possible to meet end-customer needs. Develop processes, ensure completion, and manage robust records of all pre-awards and other FAR, DFAR, CPSR requirements. Effectively balance risks, make decisions that best serve the business interests, and solve complex problems with a sense of urgency. Provide buyer training and ensure compliance with DCMA and departmental procurement procedures and requirements. SKILLS AND REQUIREMENTS: A positive and collaborative professional personality with a can-do attitude and sense of urgency Uncompromising Integrity and accountability Bachelor's degree and 10 years of experience, including 5 years as a people-manager in a purchasing function. Alternatively, a master's degree or higher, and 5 years of experience and 3 years as a people manager in a purchasing function. Must have experience with purchasing in either Aerospace or Defense. Must have advanced experience with procurement of complex machined parts. Must have a solid network and experience working with casting suppliers. Must have experience with LTA's (Long Term Fixed Price Agreements) Must have SAP experience. Must have experience managing teams with KPIs/metrics. Must be able to read a blue-print and have a good understanding of makes and types of a variety of common machining equipment, and experience purchasing complex machined goods and related processes. Strong evidence of contracts negotiation expertise, including complex negotiations and significant cost savings. Excellent coaching skills with examples of success. Excellent analytical skills, including cost and price analysis techniques. A complex problem-solver with the ability to make timely difficult decisions, sometimes with imperfect data. Strong cross-functional collaboration skills. Strong Excel, PowerPoint, and Word. Strong written and verbal communication skills DFAR/FAR experience Excellent organizational skills Experience developing and managing to KPIs. High emotional intelligence. Exposed to a combination of normal office type environments. May need to enter other warehouse or production environments to view materials or processes.
