DEFINITION OF POSITION:

Oversee departmental budget planning and compliance, purchasing, bid laws, and safety and risk management/liability programs. Supervise support program personnel and provide direction and leadership for the following groups:

Maintenance/Grounds Operations

Nutrition Services

Technology Services

Transportation Services

Custodial Services

Responsibilities include interviewing, hiring and training employees; promoting and transferring employees; planning, assigning and directing work; evaluating performance; rewarding, disciplining and terminating employees; and addressing complaints and resolving problems.

These duties will require working closely with the Superintendent, Assistant Superintendent and other members of the leadership staff to facilitate effective coordination between district support service functions, schools and the community.

REQUIRED QUALIFICATIONS:

Master’s degree in school administration or school/program administrator certification

Minimum of three years of school administration experience

Valid driver’s license

Personal vehicle (reimbursement per district policy)

Possess, or be willing to obtain, CDL driver license enhancement and basic school bus driver training

PREFERRED QUALIFICATIONS:

School administrator or central office experience

Risk management training and/or certification

Project management training and/or experience

Successful personnel management experience

Instructional facilities management training and/or experience

Training and/or experience in school nutrition services

Training and/or experience in pupil transportation

ESSENTIAL JOB-RELATED ACTIVITIES:

The following statements of duties and responsibilities are intended to describe the general nature and level of work being assigned to this position. These statements are not intended to be an exhaustive list of all duties and responsibilities required of personnel within this position.

Work under limited supervision using standardized practices, systems and/or methods; assist in the daily management of school district departmental support functions and supervise the use of funds and budgets. Collaboration of resources among work units is often required to perform the district-wide support functions.

Perform intermediate math analysis; read a variety of technical manuals; write documents following prescribed formats; present information to others; and analyze situations to define issues and draw conclusions.

Problem solving is required to analyze issues and create action plans. Problem solving frequently requires independent interpretation of guidelines with regards to safety, budgets, bid laws, risk management, workers compliance, and district policies and procedures as well as the ability to translate the needed action into expected results.

Provide leadership for a collaborative team to ensure that initiatives related to support services are results-oriented and aligned with the District’s mission, beliefs, and strategic goals.

Serve as a member of the Superintendent’s leadership team and participate in district-wide planning, development, and evaluation to support district-wide initiatives, projects and processes.

Direct and provide leadership to assigned personnel, conduct performance appraisals, make recommendations for appropriate employment actions, and promote professional growth.

Responsible for the overall direction, coordination, and evaluation of supervisory staff within the areas of responsibility in accordance with the District’s policies and applicable laws.

Oversee, monitor and assist in daily district operations by developing and guiding support service departmental supervisors in conjunction with their job function.

Direct a comprehensive program of maintenance/grounds, surplus sales, transportation, custodial, technology, and nutrition services as well as oversee and maintain a thorough and adequate district-wide risk management program and other support services that will provide a safe, clean, attractive and pleasant school atmosphere.

Facilitate solutions and identify discrepancies between goals and current status for areas of responsibility in order to stimulate achievement and provide support for assigned department’s continuous improvement objectives and strategies.

Maintain good public relations with community members, businesses, and community groups; provide information and receive feedback; and represent schools at district-level functions as needed.

Monitor fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits, and fiscal practices are followed.

Provide input in the development of policies and administrative guidelines for areas of responsibility, and support the implementation of programmatic goals and objectives on a district-wide basis.

Manage a wide variety of program components for the purpose of ensuring district compliance with state (including OSPI), federal and city/county regulations.

Make recommendations and work with the Superintendent and Assistant Superintendent on areas of responsibility and recommend necessary actions for the most efficient operation.

Exercise proactive leadership in promoting the vision and mission of the District and empower others to make decisions and carry out responsibilities in support of the District’s objectives.

Perform personnel functions (e.g. interviewing, evaluating, supervising, staff development, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget and district policy guidelines.

Maintain small works roster and oversee compliance for adherence to small works capital projects and public works requirements.

Serve as committee chair for the recruitment and selection team for departmental supervisory positions in transportation, custodial, technology, nutrition and maintenance/grounds.

Direct and cause necessary action to meet the requirements and responsibilities of the district asset preservation program, the AHERA compliance program, facility use program, accident filing and disclosure process, EPA compliance, district and building crisis planning, and city police interaction and table-top exercise; serve as district rapid responder contact and program administrator and complete required incident command training.

When directed, interact with businesses, community groups, the press and other media to assist in generating, gathering, and distributing information of public interest in accordance with the law and school board policies and procedures.

Serve with other educational personnel on work groups, committees and project action teams that directly support schools.

Assist in interpreting programs, policies, and philosophy of the District to staff, students, and community when appropriate.

Provide input to the Superintendent’s staff to develop the annual budget and allocation of resources in cooperation with support services supervisors.

Research security and related legal issues (e.g. requirements and restrictions, current legislative trends, etc.) for the purpose of evaluating compliance requirements and potential implications on district operations.

Confer with local law enforcement personnel for the purpose of coordinating district security operations and collaborating on improved measures.

Respond immediately to emergency situations and serve as a district representative at emergency shelters as determined by the Superintendent. Work with emergency response teams including Red Cross for facility planning.

Locate, coordinate and facilitate training sessions and local workshops to provide additional/required training for support services staff. Maintain training logs and training information.

Establish and carry out plans to evaluate employee performance capacity, instill pride in job accomplishments and enhance employee job satisfaction.

In collaboration with the superintendent, carry out a plan of professional development that will increase the knowledge and skills necessary to effectively carry out the duties and responsibilities of the position.

Perform other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.

TERMS OF CONTRACT:

Salary: $153,263 - $167,474 per year based on experience and qualifications

Length of Contract: 260 days/year (includes 25 vacation days and 13 paid holidays)

Benefits/Leaves: Medical, dental, vision, life and long-term disability coverage is provided through SEBB (School Employee Benefits Board) for employees who work at least 630 hours per academic year. Retirement benefits are provided through the Washington State Department of Retirement Systems (DRS). Additional leave benefits are provided per board policies.
