DutiesServes as a manager with expert technical advisor and subject matter expert in Aviation programs and development and integration of new and innovative analysis concepts in support of new or emerging technology for National Airspace System (NAS) modernization. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.Leads integrated product teams to deliver agency priority goals on Urban Air Mobility (UAM), Advanced Air Mobility (AAM), Unmanned Airspace System Traffic Management (UTM), Autonomy and Connected Aircraft Concept.Recommends and sets strategic direction and supervises mission analyses of agency and industry projects and programs.Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Leads teams to deliver complex studies that include operational studies, safety assessments, benefit assessments, pre and post implementation analyses and cost/benefits studies supporting improvements to the corporate integration/planning process. Plans and develops budget integration and technology and links organizational performance to agency strategic goals. Prepares documentation and present plans, results and recommendations.
Supervises and provides strategic direction to program leads and project managers in developmental integration and all contractual efforts related to Urban Air Mobility (UAM), Advanced Air Mobility (AAM), Unmanned Airspace System Traffic Management (UTM), Autonomy and Connected Aircraft Concept. Supervises the development and monitoring of procedures, plans and execution of technical, programming maintenance and administrative support efforts.Communicates agency strategy on Urban Air Mobility (UAM), Advanced Air Mobility (AAM), Unmanned Airspace System Traffic Management (UTM), Autonomy and Connected Aircraft Concept activities within the agency as well as externally to Industry stakeholders.The incumbent will also: (1) support/share the integration of other developmental and business management activities with the Division Manager, Branch Managers and project managers; (2) work to further the integration of planning and budgeting of NAS activities with other government agencies; (3) initiate, lead and support project planning and execution activities that lead toward the formulation, engineering, development, demonstration, test and business case analyses of NAS modernization and technologies applications; (4) support development and coordination of new concepts of operation, research management plans, system design trade studies, system engineering, and human factors analyses; (5) support development and coordination of prototyping, test demonstration and evaluation strategies, and participate in the formulation of NAS operations implementation plans and investment decision data for presentation to FAA senior managers; (6) establish and manage multiple procurement contracts, while collaborating with the contracting community, aviation stakeholders and private industry.Serves as the primary interface and point of contact with other government officials and representatives on technical and program/project issues. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Experience includes: Experience with conducting research in UAM/AAM concepts, technology and operations, to include development and coordination of prototyping, test demonstration and evaluation strategies, and participate in the formulation of NAS operations implementation plans and investment decision data for presentation.Qualifications must be met by the closing date of this vacancy announcement.Education
