Utilities Operations Supervisor

Ideal candidate will have experience in Operations and Maintenance to include BAS, HVAC and supervisory experience.
This is a remote position working/managing multiple properties off-site after the first six months. Facilities is essential personnel that staff are required to be part of the Rideout or recovery team.
JOB SPECIFIC COMPETENCIES
Leadership and Supervision • Efficiently manage maintenance and repair on all MEP systems for PCPF-PM sites. • Manage BAS software for review of System assets, Alarms, Energy efficiency, and troubleshooting. • Manage CMMS software environment to manage a work order backlog, work order creation, schedule compliance, and Response work orders. • Work with Scheduler/Planner and Work Control Coordinators for management of CMMS assets, Preventative maintenance files, and scheduling of internal and external resources. • Coordinates all utility related equipment repairs and outages. • Evaluate existing PM programs (performed by contractors and internal resources). Modify/update/add equipment PM's (performed by contractors and internal resources). • Manages internal direct reports to perform preventive maintenance and corrective work orders. • Coordinates with other supervisors and WCC for support from other internal resources to perform preventive maintenance and corrective work orders. • Coordinates and manages contractors performing utility equipment related preventive maintenance and corrective work orders. • Review all contractor invoices and preventive maintenance expenses. • Responsible for all utility related equipment regulatory and safety inspections. • Performs root cause analysis and develops action plan on all utility equipment breakdowns. • Manage Houston Area Location alarms (critical, facility, and fire) responses and the central plant operations, which includes AHU's, exhaust fans, chillers, boilers, cooling towers, compressors, water pumps and emergency generators. • Provides administrative and technical directives to assigned staff. • Reviews and may participate in the renovation and maintenance of buildings and equipment. • Formally reviews plans & consults in designing & initiation of all MEP equipment replacement & expansions. Checks plans and drawings for equipment upgrades and new construction to ensure As-built documentation is complete. • Assists department leaders in all phases of project process, including attending meetings, coordinating project efforts involving O&M team, etc. May serve as primary O&M point of contact for Project Managers and Project Team. Assists in planning and estimating major repair, remodeling, and construction projects. Is able to read and interpret construction plans and specifications. Has knowledge of typical building systems and construction. Reviews and comments on drawing and specification documents for construction projects, helping to ensure code, MDA, and campus standards compliance. Participates in walk-through inspections of construction projects, and creates punch lists of discrepancies. Inspects work performed by outside contractors, documenting and pursuing correction for any discrepancies found.
Manages staff performance and development: • Completes annual employee evaluations and develops performance goals for all assigned staff. • Develops/reviews the employee position descriptions. • Prepares, reviews, and performs employee performance evaluations including the job description signoff. • Handles departmental employee relations. Including formally documenting (in writing) non-adherence of the Institutional &Departmental policies & employee dispute issues. • Aids in the establishment of departmental and safety operational policies. • Trains, coaches and monitors direct reports on effective equipment operation, maintenance, and performance.
Improvement and Project Participation (O&M and FPDC Managed) Assists Asst. Director in all phases of project process, including attending meetings, coordinating project efforts involving O&M team, etc. May serve as primary O&M point of contact for Project Managers and Project Team. Assists in planning and estimating major repair, remodeling, and construction projects. Is able to read and interpret construction plans and specifications. Has knowledge of typical building systems and construction. Reviews and comments on drawing and specification documents for construction projects, helping to ensure code, MDA, and campus standards compliance. Participates in walk-through inspections of construction projects, and creates punch lists of discrepancies. Inspects work performed by outside contractors, documenting and pursuing correction for any discrepancies found.
After-Hours and Emergency Response Assists with response to after-hours call-outs as needed. Coordinates with and provides backup support for work performed by other trades, which requires a basic knowledge of overall physical plant operations. Responds to all Emergency Events. May serve in various positions as part of the Facilities Section in emergency events. Leads and participates in Emergency Operations Planning activities. Documents emergency equipment/system testing and preventative maintenance.

Associate's degree in Engineering, Construction Management, Business or related field. Six years experience of experience in a physical plant environment working with one or more of the following systems: emergency power supply system, steam production, chilled water production, and/or potable water production system to include three years of lead/supervisory experience. May substitute required degree with additional years of related experience on a one to one basis. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.
