Summary

The primary purpose of this position is to support the Contract Manager by promoting and monitoring procurement planning initiatives for the Authorities MBE/WBE components. The incumbent will develop relationships with minorities and women owned enterprise to ensure opportunities to participate in HACP contracts.

All activities must support the Housing Authority of the City of Pittsburgh ("HACP" or "Authority") mission, strategic goals and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. Promotes and expands MBE/WBE opportunities for the Authority; represents HACP at various meetings and events in order to promote the MBE/WBE program. Compiles appropriate documentation and resources for inclusion in vendor files; maintains records and data of results. Participates in the evaluation of proposal submissions to ensure MBE/WBE participation is appropriately evaluated. Identifies, participates in, and develops programs to enhance contractors' abilities to comply with MBE/WBE awareness. Meets with contractors to help them understand all aspects of MBE/WBE including, but not limited to, HACP expectations and HACP programs to assist contractors work with residents and resident-owned businesses Monitors/administers contractors' compliance with the MBE/WBE program goals and requirements; documents interviews with contractors, subcontractors to verify compliance with MBE/WBE commitments; sends quarterly letter to MBE/WBE subcontracts requesting proof of usage. Maintains a tracking system detailing each contractor's compliance with the MBE/WBE and commitments and provide regular updates to user departments. Reviews and updates procurement and contract documents to ensure they include applicable regulatory and procedural clauses related to MBE/WBE commitments Explains regulatory requirements to contractors and HACP staff. Presents MBE/WBE plans to the Equal Opportunity Review Commission monthly; reports money paid to MBE/WBE firms requested by the EORC quarterly. Prepares detailed and summary reports regarding HACP contracting, procurement, MBE/WBE Prepares Minority Business Enterprise (MBE) report and submits to HUD annually. Identifies, recommends, develops, and implements new programs and procedures which will contribute to the effectiveness and sustainability of MBE/WBE objectives. Performs other duties as assigned.

Education and/or Experience

Bachelor's Degree in business administration, public administration, or related field and minimum of 3 years experiences implementing performance measurement systems, contract policy development, contract administration, and contract negotiations. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver's license and be insurable under the Authority's plan.

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds.

Office environment, the noise level in the work environment is usually moderate.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
