Primary Purpose of Organizational Unit

The Department of Epidemiology is one of the eight departments located in the Gillings School of Global Public Health. The department's primary focus is to the development and application of research methods to understand the patterns and causes of health and disease, and the application of that knowledge to improving the health of populations. We provide strong training in research methods and opportunities for the application of epidemiology to a wide range of health problems through our research. The achievements of our faculty, staff, students, and alumni have enabled us to become one of the leading academic departments of epidemiology in the world. The department has 40 Tenured-Tenure Track /10 Joint Tenure-Track Faculty, 24 Fixed Term / 2 Joint Fixed Term Faculty, 118 Adjuncts, 29 EHRA Non-Faculty, 18 Postdocs, 32 SHRA (Staff), 16 SHRA Temporary and 241 students enrolled- 166 PhD, 57 MPH and 18 MSCR. The department consistently ranks in the University's top 10 units for sponsored research with an annual budget in excess of $40 million a year.

Position Summary

The primary purpose of this position is to provide oversight of the Department of Epidemiology research enterprise. This includes delegated authority to independently analyze, monitor, forecast and approve personnel and non-personnel expenditures from research funding; determining and reconciling effort distribution for all Epidemiology faculty, staff, and students across research funding; as well as providing training and oversight of all accounting functions associated with the Department's extensive research portfolio.

The position will provide pre and post award financial and administrative guidance and oversight within the Department of Epidemiology in the School of Public Health at the University of North Carolina. They will serve as the Research and Compliance Officer with strong emphasis on analyzing, interpreting, applying, communicating, and promoting research and financial best practices to meet the overall organizational mission, goals, and objectives. This position reports directly to the Epidemiology Business Manager. The Research and Compliance officer provides oversight of the accounting, budgeting, and financial reporting for all research, with primary focus on post-award contract and grants management of complex multi-component awards. This role provides leadership and guidance in research and fiscal matters, has a thorough understanding of University, State and Federal policies and procedures to ensure the department is operating in compliance, and provides support on financial system issues. The Research and Compliance Officer serves as a key liaison with other administrators across campus and in the School of Public Health.

The position is considered a senior member of the administrative structure of the Department. The position will have the authority to oversee day-to-day sponsored research financial and administrative activity independently with consultation from the Business Manager, as necessary.

Minimum Education and Experience Requirements

Mid- to late-career with Masters and 2- 4 yrs experience; Bachelors and 3-5 yrs experience

Required Qualifications, Competencies, and Experience

* Thorough knowledge of GAAP accounting principles and practices.

* Demonstrated experience analyzing business operations and/or financial statements with ability to determine and ensure compliance with laws and regulations.

* Demonstrated ability to plan, prioritize and organize multiple duties and tasks and work independently to perform the requirements of the position.

* Excellent communication, analytical, and organizational skills.

* Demonstrated proficiency with Microsoft Word, Excel, and Adobe software applications.

Preferred Qualifications, Competencies, and Experience

* Sponsored research financial and contractual management including pre-award/proposal submission, award management and financial reporting.

* Experience interpreting University and Federal, State, and other sponsor policies, procedures and regulations and training staff and faculty on correct implementation of those policies, procedures, and regulations.

* Demonstrated excellence communicating information to individuals or groups. Ability to clearly and concisely convey information orally or in writing to individuals or groups to ensure that they understand the information and the message. Previous experience training multiple end users (accounting staff, faculty and project managers) on sponsored research topics.

* Masters in accounting or MBA preferred. Certification by the Research Administrators Certification Council as a Certified Research Administrator, Certified Pre-Award Administrator, and/or Certified Financial Research Administrator
