Position Title:
Procurement Manager Job Summary: The Procurement Manager is responsible for the planning, coordinating, and supervising of all procurement activities in accordance with FAR/DFAR, Public Laws and internal Policies and Procedures. Manage a team of Procurement Buyers and ensure efficient and cost-effective operation, evaluating Supplier performance, including solicitations and daily procurement transactions within the Procurement department in Iraq. Duties and Responsibilities: Ensure proper knowledge management within the team. Maintain local and regional supplier relationships to ensure the procurement of materials and services support project requirements. Engage end users to work through defining requirements to minimize delays within the procurement process. Understand the procurement system, including purchasing and managing inventory, record keeping, contract negotiations, and assessing the financial performance of products. Ensure competition on all procurements, providing adequate justification when competition is unavailable. Ensure all purchases are the best value and that prices are fair and reasonable. Work closely with Quality Management (QA) to improve procurement processes and procedures. Develop and manage methods to evaluate the performance of all approved Suppliers. Drive business productivity metrics affected by sourcing activities, identifying areas of improvement to reduce costs to the contract. Collaborate with Finance to resolve any outstanding invoicing/payable issues. Provide executive level briefings to Senior Management. Recruit and retain top talent within the workforce. Complete all training requirements within defined deadlines. Develop and execute a plan of action for startup, transition, or demobilization of the department. Facilitate structured meetings/conferences with designated suppliers. Manage various Blanket Purchase Order Agreements (BPA) and Indefinite Delivery / Indefinite Quantity Contracts (IDIQ). QUALIFICATIONS: Bachelor's degree in supply chain management, logistics, or business administration. Five or more years of relevant procurement experience in a government contract environment. Knowledge of acquisition planning, negotiations, and agreement/contract administration. General understanding of the FAR/DFAR, procurement standards, and principles of Supply Chain Management. Ability to handle several projects simultaneously and drive projects to completion. Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint). Ability to publicly speak and participate in various meetings and conferences. Ability to establish and maintain positive working relationships with various departments and staff. Ability to develop standard operating procedures (SOP) and train staff on DFAR/FAR and internal Procurement Policies and Procedures. Preferred Qualifications: Experience with Maximo or similar platform system. PHYSICAL REQUIREMENTS AND WORK CONDITIONS: Work is located in Iraq. Work is normally performed in a typical interior/office work environment, involving sitting and standing for prolonged periods.
