Summary This position is located in the Bureau of Global Talent Management, Office of Organization and Talent Analytics, Resource Planning and Allocation Division (GTM/OTA/RPA). RPA focuses on Bureau FTE management, position management, serving as GTM’s primary BP liaison for planning, executing & reviewing the Department’s annual budget processes and for providing a series on recurring and ad hoc reports and analyses on the Department’s hiring plans, attrition rates and projected staffing deficits. Responsibilities Manages several strategic resource management programs and conducts complex budget and position management analytical studies to assist senior management with making critical decisions for the strategic management of human capital. Ensures that agency’s workforce strategic goals are met through the development of resources management forecast modeling, capacity planning, and that forecast modeling aligns with the agency’s strategic management of human capital goals. Develops, analyzes, and formulates departmental requirements for positions and workforce management planning systems to support resource allocation targets throughout the Department. Leads the Department-wide FTE evaluation and alignment committees. Plans and executes projects to develop new or revised regulations and policy documents, and prepares companion guidelines, briefings, position papers & decision memoranda. Provides advice and assistance to staff at all levels of the organization. Performs the full realm of supervisory responsibilities through subordinate supervisors and team leaders. Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work and projects. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience directing workforce planning and analysis to guide management decisions; Experience identifying trends and developing baselines for projecting future staffing requirements; Experience advising management on applicable policies and legislation related to resource and manpower planning processes. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
