SUMMARY

Responsible for strategy, development and implementation of MD Helicopters Supply Chain. Provide strategic leadership, influence, and hands-on engagement to create an integrated supply chain for the enterprise. Collaborate with cross functional leaders to develop and implement sourcing, procurement and logistics strategy while integrating operations, processes, and systems across the entire supply chain.

DUTIES AND RESPONSIBILITIES include the following.

Lead a team of Supply Chain professionals to transform the current procurement business model to a supply chain model collaborating with customers, suppliers and internal stakeholders. Lead the development of supplier relationships and strategy for all suppliers; develop / grow world-class supply base (cost, delivery and quality) to achieve the maximum savings on material and logistic positions. Research market sources and vendors to locate and ensure the most cost effective and competitive pricing for the sourcing of commodities and services. Request requisitions for ensuring proper accounting, items to be purchased and priced. Provide direction for purchasing/materials/distribution functions for procurement. Identify strategies to deliver year-over-year cost improvements (direct & indirect materials, capital expenditures and transportation). Negotiates contracts and agreements and ensures compliance with internal or external purchasing requirements. Acts as a liaison between internal stakeholders and external suppliers, maintaining relationships and ensuring satisfaction. Ensure all regulatory and compliance measures are met within company and global guidelines as well as import requirements. Develop business procedures to ensure sourcing complies with FAR/DFAR, TINA and other government regulations. Implement best practices across all supply chain functions including demand planning (delivery goals, SIOP processes, FG inventory strategies, product introduction/retirement); supply planning (non-FG inventory strategies, capacity planning, creation of realistic plans); planning execution (work order and purchase order creation, response to MRP messaging, finite scheduling, vendor management, engineering change); as well as order management, order fulfillment, and inventory management. Lead the development, implementation, goal setting and tracking of key performance indicators at the line, manager, and executive level, which includes forecast accuracy, capacity utilization/efficiency, schedule adherence, lead times, inventory turns, in-stock performance/on-time delivery, excess/obsolete inventory, etc. Drive operational excellence and best practices through operations and supply chain to improve localization, in-sourcing, purchasing, material and manufacturing vertical integration costs. Responsible for the reduction of both internal and supplier Non-Recurring Engineering (NRE) as part of value stream management, including working with Engineering to create solutions that will substantially reduce NRE requirements. Responsible for the definition of requirements and communicate the need for capital expenditures (Capex) that reduces costs and waste to support the value stream. Lead and sponsor improvement activities using lean methodology, tools and techniques. Ensure that all team members have equal opportunity to contribute to improvement. Ensure a current state value stream map is created of the end-to-end value stream for each product line. Conduct fact-based analysis of the current state map and prepare an ideal state map showing what the val e stream could look like in the long term ensuring that the map uses lean techniques to eliminate waste and improve process value in the short to mid-term.

Carries out supervisory responsibilities in accordance with the organization\'s policies and applicable laws.

SKILLS AND ABILITIES

Experience in working within a government contract procurement system.

Experience working for a small company as a U.S. Government contractor preferred.

Experience as the companys liaison with DCMA and DCAA required.

Knowledge of FARs/DFARs are applicable to procurement and awareness of CPSR system requirements.

Strong knowledge of continuous improvement methodologies and lean tools required.

Ability to create and manage a value stream plan and make the right decisions based on the data.

Demonstrated ability to develop supplier strategies aimed at the development of a long-term viable supply base.

Demonstrated ability to apply appropriate type of agreement to conditions.

Development of negotiation strategies for simple and medium complexity contracts.

Participation on complex negotiation teams.

Understanding of Capex required.
