Senior IT Business and Systems Analyst Legislative Computer Systems, Office of the Clerk Location: U.S. House of Representatives, Washington, DC Closing Date: 12/06/24 Salary Range: $120,000 - $148,000. Grade level at the time of appointment is determined by experience and designated level of responsibility. Job Description We are seeking a Senior Business and Systems Analyst to join our QA team. This position is part of an enterprise engineering team that includes DevOps engineers, UX designers, business analysts, product managers, QA and peer software engineers with a range of specialized skills. We use the Agile methodology with frequent releases, continuous integration and deployment and respond to frequent feedback from customers. This position will focus on developing, analyzing, and maintaining business requirements (and related material) across multiple systems. In addition, you will assist in project management related tasks. This position is full time onsite on Capitol Hill, Washington, DC. Telework is available depending on Congressional schedules. Major Duties Develop, analyze, and maintain business requirements and/or functional specifications for proposed and existing systems and solutions; Prioritize product features and capabilities to deliver value to the user Gather and prioritize user requirements and identify problems to solve user issues; work with UX/UI designers to create mockups and wireframes to illustrate new features and workflows Develop documentation and artifacts to support the SDLC, including feature requirements, user stories, acceptance criteria, data dictionaries, workflows, prototypes, etc. Serve as a liaison between stakeholders, users and the team that is developing, testing, and implementing a given solution Learn and understand the federal legislative and law-making process and help others understand it as it pertains to specific project(s) and systems Perform system functionality testing and quality assurance as needed Work in a collaborative environment across multiple teams and multiple projects. Qualifications Ten (10) or more years of experience analyzing business problems and developing plans to address issues and concerns in IT-related field Experience gathering requirements for IT development projects by conducting interviews, requirements gathering sessions, workflow analysis, process analysis, and translating those inputs into functional and/or technical requirements Experience working with Agile methodologies Experience working with UI/UX designers to create workflows, mockups, and wireframes Working knowledge of Product Management and Product Owner roles; experience managing product backlogs Ability to communicate effectively, both orally and in writing, with the superior ability to translate business specifications into user stories, test cases/acceptance criteria, and training materials Ability to evaluate information from multiple sources and identify priorities Ability to learn quickly, work under pressure, and grasp both technical and business-related concepts in a rapidly changing environment Strong working knowledge of Microsoft Products (Excel, Word, PowerPoint, Outlook, Visio, Azure DevOps) Ideal Qualifications Has a PMP and/or Agile Product Owner/ScrumMaster certifications Knowledge of the federal legislative and law-making process Submission Requirements Applicants must submit a cover letter, resume, and at least one (1) writing sample.
