Minimum Requirements

Must be a current BSO employee who has successfully completed their probationary period by the listed closing date. High school diploma or equivalent. An evaluation of foreign high school diploma may be required. Bachelor's degree in Business or Public Administration, Planning, Emergency Management, Emergency Preparedness, or closely related field preferred. Minimum of five (5) years responsible experience in a progressive emergency management program. Supplemented by advanced course work in disaster planning, response, mitigation, and recovery. Demonstrated experience in coordinating emergency management measures or services, including the management, planning, and/or development of emergency management procedures. Five (5) years of experience in the following is required when assigned to planning, training, and exercises:

Emergency preparedness Public administration Adult education in an emergency management related field Adult training and exercise coordination Curriculum design and development Training and exercises in emergency management, law enforcement, fire service, public administration or closely related area.

An equivalent combination of education, training, and homeland security / emergency management experience may be considered.

Such experience must be clearly documented on the application for consideration. SPECIAL REQUIREMENTS

Incident Command System Training - IS100, IS200, IS300, IS400, IS700, IS800 or equivalent as accepted by FEMA/FDEM. All Hazards Incident Management Team Training. USFA O-305 All-Hazard Incident Management Team Training or equivalent. Willingness within one (1) year of hire: Incident Command System (ICS) Curricula, Train-the-Trainer (L-449) or equivalent. Emergency Management Institute (EMI) "G 191" ICS/EOC Interface or equivalent. Emergency Management Institute Advanced Professional Series (APS) certification or completion of at least 50% of the coursework with the ability to complete the certification program within one (1) year of hire. Certified Homeland Security Exercise and Evaluation Program (HSEEP) practitioner with documented experience in at least one (1) HSEEP exercise, either as the exercise coordinator or an evaluator (participation alone does not meet this requirement). Possess and maintain a valid Florida driver license throughout employment without any restrictions that affect job performance.

Nature of Work

Under administrative direction, the purpose of this position is to provide administrative and managerial support for planning, coordinating, and implementing the Emergency Management Program within the Department of Emergency Services of the Broward County Sheriff's Office. Incumbent reports directly to the Director of Emergency Management. Position is subject to emergency call out and irregular hours during emergency events. Incumbent is responsible for performing diversified administrative and operational work in order to assist in the support of emergency management functions.

Incumbent responsibilities include work in the areas of Emergency Management Administration and Finance; Emergency Management Training, Exercising and Evaluation; Community Outreach; Severe Weather Response Readiness and Operations; Emergency Management Planning and Preparedness; Readiness Operations; Incident Management Support; and Technology and Strategic Resource Support.

Work is performed in accordance with established policies and procedures, and involves the use of considerable independent judgment, initiative, and diplomacy in dealing with individuals, businesses, government, and various community groups. Employees in this position are expected to exercise considerable independent professional judgment in solving most problems that arise within their assigned work areas. Accomplishment of work objectives may require incumbent to exercise supervision over other emergency management subordinates and administrative personnel. Work is evaluated through conferences, reports, and effectiveness of programs in accordance with policies and procedures. Essential Functions/Physical Requirements

Assists the Director on all administrative and operational matters related to the Broward County Sheriff's Office of Emergency Management.

Maintains and facilitates implementation of the Broward County Sheriff's Office Comprehensive Emergency Management Plan.

Assists the Director in the development and implementation of emergency management goals, objectives and priorities.

Maintains knowledge of current theories, methods, principles, practices, and operational techniques within the field of emergency management.

Attends, participates and/or leads a variety of management, executive and administrative meetings for the dissemination of information and to keep up with trends in emergency management issues.

Recommends the resources required by emergency responders and the community at large in order to prepare for, and respond to, disaster situations that relate to the Broward County Sheriff's Office area of responsibility.

Liaison with private organizations, as well as, county, state, and federal governmental agencies in matters related to emergency management.

Serves as agency liaison with internal and external stakeholders regarding emergency management activities.

Participates in the planning and coordination of community special events in order to ensure emergency management considerations are taken into account during the planning process.

Participates in community seminars and continuing education programs in order to enhance knowledge as it relates to emergency planning.

Participates in Local and Regional homeland security and emergency management planning and coordination meetings.

May serve as an agency liaison to the South Florida Regional Domestic Security Task Force (SFRDSTF).

Assists the Director in the implementation of disaster preparedness plans and programs.

Assists in the coordination of the Broward Sheriff's Office Emergency Operations Center for declared emergencies; maintains the agencies Rapid Response Roster of personnel detached during Sheriff's Office Emergency Operations Center activations.

Ensures the establishment, maintenance, and readiness of the Broward County Sheriff's Emergency Operations Center (SEOC).

Maintains the operational readiness of radio, telephone and computer equipment in the SEOC; responsible for equipment maintenance, supplies, directories, call lists, notification systems, and reference materials in the SEOC.

Responds to and assists with emergency management activities in the SEOC as required by the Director of Emergency Management; available to assist in the SEOC on a 24 hour on-call basis, when directed; responds to work during emergency situations or inclement weather.

Initiates activations and manages the physical operations of the SEOC when activation is warranted.

Responds to emergencies requiring multi-agency coordination.

Administers grants and/or contracts as applicable in support of the emergency preparedness and readiness projects.

Responsible for Emergency Management grant administration.

Responsible for being familiar with the availability of applicable federal, state, private and other grants.

Works responsibly and independently carrying out assigned or mandated projects of varying difficulty and complexity and/or work as a member of a team on large and complex emergency management projects.

Maintains compliance with Broward Sheriff's Office policies and procedures.

Oversees WebEOC software platform and is responsible for WebEOC development and maintenance issues; works closely with the WebEOC support vendor; maintains emergency management system databases.

Oversees the Weatherbug system; coordinates software and hardware with approved vendors.

Monitors and coordinates inter-departmental financial and account maintenance activities.

Responsible for asset management, property accountability and inventory management.

Implements the Damage Assessment process in conjunction with the Damage Assessment Lead; provides training to Damage Assessment Liaisons.

Assists with the coordination of the agency's federal and state disaster cost recovery efforts including the documentation required for the public assistance program submissions.

Assists in coordinating local emergency planning, emergency preparedness programs and provide information and training to agency personnel.

Assists in identifying a multi-discipline, multi-jurisdictional exercise planning team that represents various response disciplines.

Coordinates and participates in emergency preparedness training programs; keeps informed of new laws and procedures; attends instructional classes and seminars for Emergency Management.

Assists in the identification and analysis of potential hazards.

Operates and maintain various emergency management related equipment (radios, telephones, satellite phone, etc.)

Participates in federal, state, and local disaster exercises and drills.

Prepares statistical reports, routine correspondence and outgoing emails.

Performs related duties as directed.

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
