Description of Job

About The Work Unit:

This work unit exists in the Procurement and Contracts Section and provides procurement and contract formation services to the Disease Control and Public Health Response (DCPHR) Division, one of nine divisions within the Colorado Department of Public Health and Environment. DCPHR serves Coloradans by providing high-quality, cost-effective disease control, laboratory, and public health preparedness and response services that promote healthy people in healthy places. Staff members focus on evidence-based best practices that protect the public from the spread of communicable diseases and the health impact of emergencies.

The DCPHR Procurement and Contracts Unit exists to provide contract and solicitation planning, direction, coordination and oversight to Division leadership, the Division’s programmatic staff and other stakeholders both internal and external to the Division and CDPHE. The Unit serves as the subject matter experts on all procurement and contracting development for DCPHR. Staff also serve as the liaisons between the DCPHR’s programmatic branches and the Procurement and Contracts Unit in PCS, CDPHE’s centralized procurement unit.

What You Will Be Doing:

This position is a permanent, full-time position that will serve as a Contracts and Procurement Administrator. In accordance with the department’s Procurement and Contracts Section contracts and procurement standards, this position will perform a full range of financial, contractual, budgetary, and analysis services to the Division, which includes writing and revising scopes of work (SOW) that accurately reflect program work plans, compiling and routing full contract packages, providing consultation and guidance to program staff to ensure understanding and adherence to federal and state requirements, assisting with the development of standards, guidance and tools to support SOW creation, collaborates with Division’s compliance and fiscal units as well as program staff and departmental contracts and purchasing staff to efficiently and effectively process contracts and purchase orders in a timely manner, and making recommendations to the Division Managers to ensure complete and appropriate utilization of funds in contracts.

This position will create and maintain tracking spreadsheets, create and perform entry into databases, draft correspondence, maintain electronic files, and serve as a Contract and Purchasing division specialist. This position is typically responsible to train other staff on division contracts and purchasing policies and procedures.

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Six (6) years of relevant experience in procurement, contracting, accounting, or finance.

OR

Education and Experience:

A combination of related education ( accounting, finance, business administration, public administration, or a closely related) field and/or relevant experience in procurement, contracting, accounting, or finance equal to six (6) years

This experience must be substantiated within the work history section of the application. The words, "See Resume" will not be accepted. Part-time work will be pro- rated.

Preferred Qualifications:

Current or former State experience relevant to this position

Previous experience with contract monitoring or contract management

Experience managing and organizing multiple projects at the same time

Experience developing and maintaining tracking spreadsheets or other databases

Knowledge of the components of a Scope of Work including project description, performance requirements/deliverables, budget, invoicing, and monitoring
