Overview The IT Security Manager is responsible for the research, development, implementation, testing, and review of the organization's information security to protect information and prevent unauthorized access. The Security Manager will keep City employees informed about security measures, explain potential threats, install software, implement security measures, and proactively monitor networks. Responsibilities • Act as the representative regarding the organization's security strategy, working with law enforcement while pursuing sources of attacks and when dealing with theft of information • Develop business plans, determine assignments of projects, prepare budgets, and provide direction on making IT Operations cost efficient and customer focused • Coach and mentor professional employees to contribute as engaged teams that successfully achieve performance goals • Review employee knowledge and skill needs and establish or coordinate plans for training • Project workforce requirements and determine resource allocation within division • Respond to and resolve complaints dealing with division personnel or service delivery • Responsible for data loss and fraud prevention, security architecture, identity and access management, investigation and forensics, and governance • Identify risk factors and propose solutions • Develop and enforce security policies and procedures • Plan and test responses to security breaches • Oversee the selection testing, deployment, and maintenance of security hardware and software products • Oversee a staff of employees responsible for the organization's security • Advanced network design and implantation, project management, and product research and recommendation • Administration of City Internet, security appliance configuration, and call manager systems (IVR, PRIs) • Work with advanced network protocols to build and operate complex network configurations on core switches and routers • Lead and support operating systems, virtualization, directories, utilities, patch management, antivirus, backups, SAN, LAN/WAN, and other software including cloud software as required • Manage contracts and vendors for professional, cloud/hosted, and project services used by the City in support of daily business • Performs other related duties and fulfills responsibilities as required. Position Type and Typical Hours of Work • Exempt - Full-Time • Flexibility to work evenings, weekends, and holidays is a schedule requirement • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services. Minimum Qualifications • Bachelor's degree • Five (5) years of experience; • Equivalent combination of education and experience may be considered Licenses and Certifications Required • Must be able to pass a Criminal Justice Information Systems (CJIS) background check • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire Employment Testing Employment is contingent on passing any post-offer pre-employment screening as listed below: • Criminal Background Check: Yes • Motor Vehicle Record Check: Yes • Drug Screening: Yes • Physical Exam: Yes Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications.
