QUALIFICATIONS : Experience managing building design and/or construction, or professional degree and/or license in architecture, engineering or construction management. POSITION SUMMARY: Under the direction of the Director of Facilities & Capital Projects, assist in managing the District Capital Projects Program. Monitor and assist in the planning, design, and construction of assigned Capital Construction projects. This is a non-represented, FLSA exempt position. ESSENTIAL FUNCTIONS: Prepare and maintain records pertaining to assigned capital projects. Prepare planning information, preliminary cost estimates, and schedules for proposed capital projects. Assist in the preparation of design and construction contract documents for capital projects. Monitor the work of architects, engineers and other building consultants. Review design and construction documents to ensure they comply with the district project needs and requirements. Assist in the evaluation of bids and the selection of successful bidders. Attend and participate in design, permitting, pre-bid and construction meetings. Monitor the work of contractors to ensure compliance with contract documents, codes, and regulations. Make daily on-site inspections of assigned projects and record observations. Resolve on-the-spot problems as appropriate. Maintain progress reports and logs based on field inspections and observations which may be useful in subsequent dispute resolution. Monitor contractors' schedules and ensure completion of work on schedule. Monitor work performance and materials used by contractors to ensure they conform with contract documents. Establish and maintain project file to include as-built drawings, shop drawings, warranties, and maintenance and operations manuals to be included in the District archives. Serve as the District point of contact for the assigned projects with contractors, engineers, architects, and other consultants relative to the construction work. Assist with securing building permits for construction projects from the City and County. Monitor the activities of special testing and inspection agencies. Coordinate and oversee the delivery of Owner-supplied furniture and equipment. Report suspected construction problems, deficiencies, or concerns to the Architect and Manager of Capital Projects. Review and respond, as appropriate, to written correspondence, reports, and other capital project documentation. Review with Architect and make recommendations pertaining to contractor applications for payment. Review and make recommendations pertaining to change orders. Review and make recommendations pertaining to substantial completion, contract close-out and final acceptance of capital projects. Inspect completed capital projects for warranty problems and act to secure correction of warranty problems. Coordinate Capital Projects activities with school principals and staff as well as the District Buildings & Grounds Department supervisors and staff. Coordinate construction activities with other Capital Projects Department and Buildings & Grounds Department staff. Perform other related duties and responsibilities as assigned. REQUIREMENTS : Experience and knowledge of building construction processes including design, bidding, permitting and construction contract administration. Effective leadership, management, and organizational skills. Strong verbal and written communication skills. Represent district in a professional and businesslike manner with the ability to establish and maintain effective relationships with consultants, contractors, and school staff.
