Description: NSI requires an Info Analyst 3, Country Relationship Manager to support the office of Deputy Assistant Secretary of the Army for Defense Exports & Cooperation (DASA DE&C) for the Partner Relationship Management (PRM) Directorate. The Info Analyst 3 will serve as senior Country Relationship Manager to Security Cooperation programs in Security Assistance (Foreign Military Sales (FMS)) and International Armaments Cooperation implementation of the Army's activities for the PRM Directorate. Supports the execution of assigned International Cooperative Research, Development and Acquisition (ICRDA) programs in compliance with foreign disclosures and technology transfer policies for the U.S. Army. Supports the development, planning, promulgation, and interpretation of Department of State (DOS), Department of Defense (DOD) and Headquarters, Department of Army (HQDA) policy and guidance. Provides general oversight of assigned Security Assistance and Armaments Cooperation activities with field command and agencies involved, to ensure effective program implementation and consistency with existing policies and long-term regional armaments cooperation objectives. This headquarters level of activity requires advanced knowledge of Security Assistance and Armaments Cooperation programs for development, in undefined areas, where guidance or policies generally do not exist. Responsibilities: Manage the Security Assistance, FMS and Armaments Cooperation portfolio for assigned countries. This results in the establishment or extension of multiple Data Exchange Annexes (DEAs). This program results in leveraging foreign technology and skill/expertise and helps build partnership/coalition capacity and leads to enhancing interoperability. Provide guidance and examples to submitters for DEA packages. Review (revise if needed), coordinate, and staff proposed DEAs and DEA extensions. Ensure translations or certifications are completed regarding documents if required. Track (multilateral and bilateral) Memoranda of Understanding (MOUs), Project Agreements (PAs) and Senior Cooperation Forum-Army (SCF-A) actions and FMS activities Coordinate and execute SCF-A meetings for assigned countries which results in increased collaboration. Includes drafting agendas, negotiating agenda topics, pursue choosing theme and location to benefit the U.S. Encourage, pursue and support areas identified for potential cooperation (of mutual benefit). Coordinate, schedule, provide read-ahead (including updating country papers) or trip-books and participate in pre-brief meetings, which ensure successful execution of visits involving senior leadership. Brief status of Army programs for bilateral armaments cooperation activities at SCF-As and OSD-level fora. Represent the U.S. Army at OSD-level, US, foreign national hosted meetings and other meetings. Utilizes the Repository of Record for DEAs/IEAs, ESEPs, and Annual Scientific Reports. Address issues, problems, or questions from IPOCs, foreign counterparts, other Army organizations, OSD and others regarding assigned countries. Location: Crystal City, VA Education: BS or BA degree preferred. Allowable Substitution: Degree requirement may be waived if the individual has had at least ten (10) years of applied security assistance experience while serving as a uniformed member of the armed services or a US government employee. Experience: At least 4 years of experience in international affairs and /or national security policy and must be knowledgeable of the Foreign Military Sales (FMS) process and Armaments Cooperation. Ability to write and develop policy, capable of intensive research that results in technical writing. Knowledgeable of Security Assistance policies and laws and be knowledgeable in the laws and policies that govern export controls and technology transfer. Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
