ORGANIZATION & DEPARTMENT:

The Information Technology Services Department is responsible for all technology needs within the Treasurer's office. The ITS Department includes operations (help desk; system, network and security engineers; database administrator), application development, and project management business units.

The Application Development business unit is responsible for (1) the creation or enhancement of internally developed software applications; (2) the customization and/or implementation of off-the-shelf software; and (3) the maintenance of the applications after implementation. Application development typically utilizes and Agile-like framework, conforms to industry standards and utilizes best practices.

JOB DESCRIPTION:

-Under the general direction of the IT Supervisor; independently writes medium-to-large complex computer programs and works on a team to analyze, design, develop, modify, test, document and deploy computer software and applications programs utilizing current and state-of-the-art computer software packages (e.g., C#, .NET, HTML, CSS, JavaScript, and/or SQL); writes online programming and performs data processing duties in a client/server and n-tier environment that utilizes multiple operating systems and software (e.g., Windows 2008-2012, Windows 10, IIS, SQL Server) using Systems Development Lifecycle methodologies and standards; performs impact analyses to identify interdependencies; assists with design reviews; performs code review(s). As technical lead assigns project tasks to lower-level programmers (e.g., screen design, coding, drafting documentation, creating test & production environments, interviewing users, etc.); reviews work of lower-level programmers for completeness, accuracy & timeliness. Consults with programmers to assist in resolving unusual or complex programming systems problems.

-Writes & modifies large &/or complex programs; works independently coding programs & using high-level computer languages (e.g., C#, .NET, SQL); designs logical, sequential flow charts, file layouts & screen layouts; develops, writes & tests stored procedures; writes programs accessing rational databases.

-Creates detailed test designs and test plans: Creates and reviews test data for performing test scenarios; coordinates execution of unit and system test scripts, coordinates de-bugging efforts and defect tracking, coordinates support of user acceptance testing, coordinates software implementation and deployment tasks; leads the development, implementation and monitoring of IT quality assurance standards and testing; performs performance and load testing. Tests programs for errors & conformity with user needs. Debugs programs as necessary.

-Writes, reviews, and coordinates development of application related training materials and software user guides, program and/or application source code documentation (e.g., use cases, in-line code comments), departmental standards, appropriate standards and criteria for acceptable programming, documentation and systems development lifecycle activities and review of development lifecycle activities.

-Assists higher-level IT staff with estimating workload requirements. Other duties as assigned.

Qualifications

-60 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.

-Or completion of associate core program in computer science or information systems; 42 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.

-Or completion of undergraduate core program in computer science or information systems; 36 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.

-Or equivalent of minimum class qualifications for employment noted above. Note: The official position description on file with the designated agency is to reflect the required, primary technology directly relating to the duties of the position.
