Financial Analyst Supervisor Cash Management (Hybrid)

Who we are:
The Office of Financial Affairs assists in the establishment of Ohio Department Health's (ODH) long and short-range fiscal goals and objectives. The office provides the agency with the overall fiscal administration support through its various unit operations including accounting, purchasing, budgeting and grants administration. The office oversees the department's Compliance and Accountability Unit and biennial budget process; provides technical assistance to agency decision-makers and provides daily monitoring and analysis of agency spending trends.
Job Duties of a Financial Analyst Supervisor:
Supervises financial analysts & other assigned staff. Plans & manages all federal cash draws and reconciliations to ensure accountability of all funds. Reviews the Ohio Administrative Knowledge System (OAKS), federal payment systems, and accounts receivable systems reports to ensure revenue is receipted and coded appropriately. Recommends solutions to resolve issues (e.g., corrects any revenue improperly coded to the wrong account to ensure appropriate disbursement of department revenue, reviews disbursements requiring federal cash draws). Coordinates federal record keeping, analyzes and compiles federal draw module data for annual reporting (e.g., utilizing Centralized Accounting and Revenue System (CARS), COGNOS, OAKS Financials and OAKS Business Intelligence reporting software) and reconciliations. Manages fiscal and/or budgetary activities in the cash management section of the Office of Finance Affairs (OFA). Assists supervisor with planning and managing the department's federal and state cash management activities (e.g., report schedules, updates of grant information in the CARS system, audit requests). Trains and supervises assigned staff (e.g., assigns and reviews work for accuracy, reviews and approves requests for use of benefits; interviews and selects applicants for vacant positions; conducts performance evaluations). Additional Duties:
Develops & implements reports & compliance measures. Analyzes and evaluates operational policies and procedures to ensure compliance with state and federal laws, rules and regulations. Recommends to the Unit Chief improvements in current federal draw policies and procedures as necessary. Conducts analysis of federal grant processes and procedures in conjunction with other Ohio Department of Health (ODH) units; identifies and implements operational plans and improvements in OFA (e.g., automation, systems changes) resulting from decisions made in inter/intra departmental committees; oversees preparation of various reports (e.g., GAAP reports, monthly cash/grant reconciliation, end of year reports, program cash requests). Collects and analyzes revenue data for the monthly, quarterly and annual funding reports as required by federal funders; provides guidance needed to coordinate and execute activity in the unit by aligning and merging efforts to achieve set goal. Coordinates and finalizes weekly/monthly performance report (e.g., status reports) of unit activities; oversees preparation of correspondence to other state agencies, federal government, and vendors. Serves as agency liaison with federal payment management systems and coordinates flow of funds into the agency. Attends meetings, conferences and trainings as required. As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations & other duties as assigned.

Completion of undergraduate core program in business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
-Or
12 mos. exp. as Senior Financial Analyst, 66563.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications .
