POSITION OVERVIEW

DEFTEC Corporation seeks an Analyst IV to support the Federal Bureau of Investigation, High-Value Detainee Interrogation Group (HIG) Operations Program Support for the Counterterrorism Division. The multi-agency HIG is administered by the Federal Bureau of Investigation (FBI) and receives support from, inter alia, The Central Intelligence Agency (CIA), the Department of Defense (DOD) and the Defense Intelligence Agency (DIA). The Operations Program is a deployment-based organization that is the focal point for Source Directed Requirements (SDR) for the United States Intelligence Community (USIC) and foreign liaison partners which, provides HUMINT Collection Services to all members of the Intelligence Community (IC). The HIG Analysts work directly with the USIC to coordinate requirements, ensure their SDRs will be properly addressed and disseminate intelligence to the USIC based off interrogations conducted by the interrogation teams. The HIG's operations program allows the HIG to measure the impact of interrogations, through the official coordination of Intelligence Information Report (IIR) Evaluation and Formal Feedback from the HIG's customers.

JOB RESPONSIBILITIES:

  • Provide observational feedback and interview preparation support to HIG operational activity.
  • Provide deployed intelligence analysts with strategy support, references, and intelligence.
  • Create and maintain the tracking system for operational activities.
  • Keep HIG management and operational TL apprised of developments in operations.
  • Compile and write operational summaries for HIG management.
  • Communicate HIG strategy to HIG management and other subject matter experts (SMEs).
  • Routinely interface with HIG clients.
  • Serve as the conduit between the HIG and USIC collection efforts.
  • Provide notifications to USIC regarding upcoming and ongoing HIG deployments.
  • Facilitate meetings between HIG management, HIG deployment teams and USIC members.
  • Compile target nominations from the USIC.
  • Maintain data regarding target nominations.
  • Serve as the primary point of contact and liaison with the USIC during ongoing HIG operational missions.
  • Attend all mandatory HIG training.
  • Maintain SME knowledge of motivational interviewing (MI) techniques.
  • Serve as a coach for the HIG training team.
  • Integrate intelligence requirements in an MI-based interview strategy collection plan delivered to the HIG deployed team throughout the deployment.
  • Provide support to all intelligence SMEs.
  • Update intelligence SMEs on deployment collection data.
  • Provide the intelligence SMEs with feedback (gaps/evaluations/insights) which is incorporated into the daily collection plan and communicated to the team in the daily situation report.
  • The contractor shall provide the FBI Chief Reports Officer (CRO)/Reports Officers reports which contain relevant USIC requirements. The contractor will travel CONUS or OCONUS with COR authorization.

QUALIFICATIONS:

Required Qualifications:

  • Active Top Secret/SCI Clearance
  • Bachelor's degree in any field and 8 years HUMINT collection or analysis work experience within intelligence, counterterrorism and/or defense community.
  • Experience with collection management to include production management of intelligence reporting.
  • Experience using Palantir, FAMS, Excel, PowerPoint, and/or related programs.
  • Experience in program management of a robust collection management program.
  • Experience drafting IIRs
  • Knowledge of developing and applying analytic methodologies and principles.
  • Comprehensive knowledge of Standard HUMINT Intelligence Report (SHIR) and the Intelligence Information Report (IIR) tradecraft.
  • Advanced level knowledge of HUMINT collection management and documentation, including HUMINT operational tradecraft, operational cycle, and collection methods.
  • Working knowledge of HUMINT collection management tools, including HOT-R CRATE, CHROME, and other Collection Management applications.
  • Ability to build relationships and act as the primary coordinator between the platform and the customer to obtain collection priorities, feedback, and evaluations.
  • Ability to publish Notices of Intelligence Potential (NIPs) and/or Requests for Requirements (RFR) to support upcoming collection operations.
  • Ability to consolidate, document, track, and prioritize collection requirements and SDRs to develop collection planning supporting deployed teams.
  • Ability to provide collection guidance direction with collectors to focus their efforts on priority intelligence gaps.
  • Ability to ensure IIRs clearly address the collections requirements and assist with administrative quality control of IIRs (i.e., format reviews, collection management codes, and requirements).
  • Ability to transmit requests for IIR evaluations to analysts and other consumers of HUMINT reporting.
  • Ability to prepare/maintain collection management metrics for the platform, including Reporting Evaluations, SDRs, and IIRs.
  • Ability to leverage USIC contacts.
  • Extensive knowledge of collection management including production management of intelligence reporting.
  • Knowledge and understanding of the Office of Director of National Intelligence's HUMINT policies. • Excellent written and oral communication skills.
  • Proficiency in SharePoint, HOT-R, CRATE and CHROME.
  • Ability to self-start and take initiative with minimal support or guidance.
  • High proficiency using Palantir, Excel, PowerPoint, and/or related programs.
