The Treasury Office encompasses the major central financial functions for the University of Washington, including external and internal lending, cash and institutional forecasting, banking, and accounting operations. The Internal Lending team reports to the Senior Associate Treasurer for Debt Management and Analytics (DMA) and is responsible for managing and evaluating UW campus unit loan requests that support departments to meet the mission and goals of the University.
The University’s large internal loan portfolio ($2.0 billion) and external debt portfolio ($2.5 billion) have a critical institution-wide impact on allowing the University to fulfill its mission. The primary areas of focus for Associate Treasurer of Internal Lending include:
• Manage Internal Lending Program (ILP) for the University, provide access to capital for University projects • Manage Treasury ILP operations and analytical staff (2 FTE) • Preserve the ability and program availability to fund future capital projects • Identify risks associated with individual debt funded projects prior to Board of Regents decision making • Monitor internal borrower's financial performance and internal covenant compliance as an “early warning” of financial distress • Manage the Comotion Tech Transfer portfolio
Duties & Responsibilities:
Day-to-day management and leadership
Manage the day-to-day operations of the Internal Lending Program, including executing best practices for internal lending programs: • Lead and manage the internal loan portfolio, oversee operations and accounting • Manage a team of professionals who provide analytical and operational support to the Internal Lending Program • Create and maintain financial models associated with internal and external loans, among others • Use University financial systems to generate financial information • Manage use and reporting of the University’s $250 million commercial paper program to achieve an optimal cost of capital for the University • Lead semi-annual Board reporting for ILP borrowers, coordinate with units, University executives, and the Board Office • Contribute to the execution of University debt financings, including preparation of the Official Statement, rating presentation, and other related documents • Maintain strong working relationships with large and small internal borrowers • Maintain strong working relationships with external partners • Ensure that policies and guidelines are comprehensive and up-to-date, including recommending policy amendments • Collaborate with Senior Associate Treasurer to prepare presentations and reports for internal and external customers • Responsible for hiring, management, staff development, career enrichment, and training • Work with a diverse group of individuals; placing a value on diversity, equity, and inclusiveness and contribute to the broader Treasury team culture
Financial Risk Analysis and Project management
In partnership with the Senior Associate Treasurer and Associate Treasurer of External Lending, lead financial due diligence efforts to assess financial risks of projects and initiatives for the Board of Regents and key campus leadership. • Partner with campus units to develop proformas, identify risks, perform stress tests, and plan for mitigations in the event of financial stress • Develop information and action items for Board of Regents consideration as part of the capital project and debt funding approval process including recommendations from the Treasury Office • Collaborate and support the development of a Financial Stability Plan in the event of financial distress • Partner and collaborate with key campus partners including FPB, UW Facilities, and Advancement as part of the capital planning process • Serve as a primary credit analyst for one or more internal campus borrowers to assist with ongoing loan compliance and communication • Evaluate campus unit profiles and assess debt risk for the Internal Lending Program • When a loan is approved, draft internal financing agreements that describe financial covenants and ongoing reporting requirements • This position may also serve as a backup analyst for additional University credits
CoMotion Tech Transfer Portfolio management
• Review subscription and option agreements for holdings in startup companies, and ensure legal safeguards are in place • Provide guidance to leadership in Treasury and Comotion on rights, indemnifications, and confidentially agreements
Provide ad hoc project management and financial analysis to central administration and the campus community on other issues as required
• Provide thought leadership and analytical support on institutional initiatives • Other duties as assigned
Required Qualifications:
• Bachelor's degree in Business, Finance, Economics or Accounting, or related field and seven years of experience in finance and/or banking, preferably two or more years in municipal debt management or associated field (e.g. investment banking, commercial banking, rating agency, financial analysis). An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree • 2 or more years of experience managing, coaching, and supervising staff member(s) and creating a culture of equity and inclusion and supporting the overall culture • 3 or more years of experience in creating and maintaining complex financial models in Excel • Detail oriented with strong analytical skills including the ability to work with, synthesize, and summarize complex data • Ability to work in a fast-paced, multi-task and prioritize work in a deadline driven work environment • Excellent work ethic and ability to work both independently and in teams • Experience handling multiple concurrent projects; ability to manage multiple priorities in a highly dynamic environment • Excellent communication and presentation skills • Excellent written communication skills • Oral and written fluency in English • Advanced Excel skills and strong PowerPoint skills • Excellent interpersonal skills and ability to build and maintain effective relationships • Ability to navigate between strategy and hands-on execution • Ability to problem solve and think creatively • Ability to partner, collaborate, and take initiative in large complex institutional challenges as well as day-to-day process improvements • Demonstrated experience in working on diverse groups and teams; respects, values, and contributes to UW’s commitment to diversity, inclusion, and equity
Desired:
• Familiarity with the University, higher education and/or university systems • Experience with credit analysis, external debt issuance and loan origination • Experience with Workday
