Job title : Business / Data Analyst Location: Exton, PA Duration : 10 months Type : Contract Job Description: The Client Department of Health's, public health laboratory and regulates clinical laboratories serving Pennsylvania citizens. The COVID-19 pandemic response and ongoing modernization efforts are driving the need for improved reporting and data exchange between various health systems and public and private health organizations. To achieve these goals, requires the knowledge and support of IT professionals to supplement Commonwealth staff and bridge the gap between existing IT services and the demands of a modern public health laboratory. OVERSITE/CONTRACTOR MONITORING The Client in coordination with the Health and Human Service IT Delivery Center (HHSDC), Division of Solutions Management will oversee the work assignment. INCURRING COSTS The Client are not responsible for any costs or expenses incurred by the contractor that are not specified in the engagement. RESOURCES Office space for the contractor will be provided by the Client, In addition, the contractor will be supplied with all necessary hardware, software, network connection, phone, and fax for daily use as needed to complete assigned work items. CONTRACTOR REQUIREMENTS Points of Contact Criminal History Background Check Security Access OBJECTIVES OF ENGAGEMENT The primary objectives of this engagement are to provide business analysis, data analysis, reporting services, and miscellaneous onsite IT support to Client staff. To achieve these goals, the selected candidate should possess the following skills and experience: - Familiarity with laboratory practices (clinical and/or public health laboratory). Familiarity with standardized nomenclatures (LOINC, SNOMED, etc.) used in communicating test orders and results electronically. Experience in troubleshooting issues in a rapidly changing environment. Proficiency with Microsoft reporting tools such as SQL Server Reporting Services and Power BI. Proficiency with Microsoft Office Suite, SharePoint, and Visio. Ability to analyze business needs and formalize as system requirements. Ability to work as team member and leader. Ability to build strong working relationships with internal and external stakeholders. Ability to work independently. Strong written and verbal communication skills. OPERATIONAL REQUIREMENTS The selected candidate must be familiar with the Healthcare industry (focus on health information technology) and a variety of IT technologies and methodologies. They will have proven experience in business process analysis, system requirements, data analysis and reporting, and the ability to define needs, analyze problems, recommend solutions, and provide the level of support required to maintain consistent, quality level service. This position is responsible for performing all roles/duties defined in the standard Architect (AR1) Job description. In addition, specific work items for the contractor are: - Provide analysis and support for LIMS and general BOL data exchange initiatives and existing processes between BOL and internal and external partners. Provide analysis and support for laboratory specific reporting between various health systems and public and private health organizations. Create and maintain business and technical requirements, process, and workflow documentation related to data exchange, reporting, and other laboratory software development projects and initiatives as assigned Communicate laboratory system or business process needs with multiple business partners to include, IT staff, Epidemiologists, Health program staff, NEDSS technical staff, etc. Provide onboarding/offboarding support for various laboratory systems Provide miscellaneous onsite technical assistance to all Divisions within BOL Assist bioinformatician with IT infrastructure needs. Assist HHSDC technical staff with internal software development and infrastructure projects as needed. Act as liaison between BOL, HHSDC, and external IT vendors. Ensure deliverable compliance with all Commonwealth, DOH, BOL, and HHSDC, standards and procedures. Participate in various business and technical sessions and meetings. Provide status reporting conforming to mandated standards and intervals. CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS Minimum of 3 years analyzing business needs and processes and formalizing system requirements. Minimum of 3 years analyzing data and utilizing reporting tools such as Microsoft SQL Reporting Services and Power BI. Healthcare industry (focus on health information technology) Laboratory experience preferred. State, Federal, and Local government experience preferred. Bachelor's degree with a major in a relevant field required preferred. TIMEFRAMES The agreement between the HHSDC and the contractor will be from September 11, 2023 through July 31, 2024.
