Job Description
CVEC is looking for an Energy Portfolio Analyst/Power Supply Specialist to provide oversight and leadership to optimize the CVEC power supply portfolio in alignment with CVEC power supply strategic plan. Assure adequate, reliable, competitively priced electricity is available to all members. Manage ancillary power costs to minimize the impact on retail rates. Assist COO with overall data analysis and cost analysis of projects and processes. ESSENTIAL DUTIES AND RESPONSIBILITIES Responsible for the accuracy of monthly power invoices from suppliers, generation resources, and the PJM Regional Transmission Operator (RTO). Analyze data from the PJM RTO reporting system and generate monthly power supply purchase reports and support the development of monthly billing for large power market rate customers. Participate in power supply-related meetings with agencies supporting the development of CVEC's power supply portfolio. (AMP, Blue Ridge Power Agency, PJM, SEPA) Represent CVEC as a voting delegate in generation resource participant meetings and other agency meetings. Monitor and report PJM Regional Transmission Operator regulation changes and filings with the Federal Energy Regulatory Commission (FERC) Work with power supply consultants to track power purchase arrangements and plan the power supply portfolio. Work with legal counsel to track the execution and amendment of power purchase contracts. Coordinate the scheduling of energy purchase live pricing with consultants. Maintain records of executed purchase confirmations. Work with engineering and operations regarding the development of behind-the-meter generation and load control capabilities. Evaluate substation loading in support of project investigation. Monitor, record, and report the results of demand management and transmission/capacity cost control programs. Monitor system loads during transmission and capacity peak hours and work with agencies providing peak hour notification. Monitor, evaluate, and provide information for the various PJM markets, reporting/certification requirements, and settlement practices. Serve as PJM Certified Account Manager (CAM) to manage employee and supplier access to CVEC's PJM account information. Manage CVEC's Generation Asset Tracking System (GATS) account to monitor, retire, and sell Renewable Energy Credits (RECs) generated by solar and hydro resource contracts. Review energy scheduling reports and manage contracts of power supply scheduling services. Work with consultants to determine bids in the Financial Transmission Right (FTR) auctions. Support other departments in performing data analysis and generating reports of customer load data, electric system reliability data and metering data. Generate monthly power supply reports and reliability reports for board meetings. Lead the Net Energy Metering program and inspect/approve installations. Track and document interconnection policies/regulations for all sizes of renewable generation. Salary $90,000 - $113,000 Depending on Experience EDUCATION and/or EXPERIENCE
