Job Title: Business Analyst
End Client: MD Department of Health (MDH)
Location: The primary place of performance is HYBRID, with 2-3 days per week at the Baltimore Office located at 201 West Preston Street, Baltimore, Maryland 21201, or a delegated satellite location.
Pay Rate: $40-$45/hr

Background: The Maryland Department of Health (MDH) Office of Enterprise Technology needs the following resources to assist in driving multiple Major IT Development Projects over the next few years. These individuals will be deployed to support the implementation efforts needed to complete current state assessments and workflow documentation to ensure that business operations are clearly understood. These resources will play a critical role in supporting the MDH business teams, facility project teams, and other external stakeholders by leveraging their subject matter expertise to drive best practices and ensure requirements are implemented to fulfill the business need. MDH is embarking on various modernization projects including but not limited to the implementation of case management systems across multiple business areas, for example, the Maryland AIDS Drug Assistance Program (MADAP), Electronic Health Records (EHR) system, Bed Registry, Electronic Licensing systems (ELRMS), just to name a few. Our technology landscape is complex and there are many interdependencies that may require resources to work cross-functionally across multiple projects and/or business units. Resources will typically be assigned to a core project team. However, work on multiple projects may be required based on workload, allocation, and specialization.

The Business Analyst (BA) is responsible for the successful delivery of projects by developing trust and respect through collaboration with business stakeholders, project team members, and peers. The BA will bring best practices and utilize a business analysis process that will provide structure and principles that will facilitate the delivery of a solution that meets the business objectives.

Duties/ Responsibilities:

  • Elicits, analyzes, specifies, and validates the business needs of stakeholders.
  • Collaborates with project business owners and technology resources to develop and document project
  • requirements to include use of Business Analysis techniques to gather requirements.
  • Works with stakeholders and project team members to prioritize collected requirements.
  • Research, reviews, and analyzes the effectiveness and efficiency of existing requirements-gathering
  • processes and develop strategies for enhancing or further leveraging these processes
  • Assists in conducting research on product/solution functionality to meet agreed-upon requirements.
  • Participates in the QA of developed/configured solutions to ensure features and functions have been enabled
  • and optimized to meet key stakeholder requirements.
  • Analyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and
  • conformity to organizational standards.
  • Develops and utilizes standard templates to accurately and concisely write requirements specifications and
  • user stories.
  • Translates conceptual customer requirements into functional requirements in a clear manner that is
  • comprehensible to developers/project team.
  • Creates process models, specifications, diagrams, and charts to provide direction to developers and/or the
  • project team as well as key external stakeholders.
  • Conducts requirements validation and review to ensure that requirement specifications are correctly
  • interpreted.
  • Communicates changes, enhancements, and modifications of business requirements — verbally or through
  • written documentation — to project managers, sponsors, and other stakeholders so that issues and solutions
  • are understood.
  • Participate in team meetings and understand/gather/improve/refine requirements.
  • Write User Stories in collaboration with the Senior BAs/UI/UX designers to align with the user acceptance
  • criteria.
  • Work with Technical teams on the refinement of the User Stories
  • Assist QA testers to understand the user stories and build test cases.
  • Share techniques, best practices, and tools.

Education:

A bachelor’s degree from an accredited college or university with a major in Computer Science,

Information Systems, Engineering, Business, or other related scientific or technical discipline is required.

General Experience:

  • Three to five years of related work experience as a Business Analyst.
  • Proven experience with business and technical requirements analysis, elicitation, modeling, verification, and
  • validation.
  • Demonstrated business analyst skills and business analysis software skills, including planning, organizing,
  • and managing project deliverables.
  • Ability to develop and maintain relationships with business stakeholders.
  • Working knowledge of Windows Office systems, including MS Project.
  • Experience writing and supporting user story development.
  • Able to exercise independent judgment and act on it.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Logical and efficient, with keen attention to detail.
  • Highly self-motivated and directed.
  • Strong customer service orientation.
  • ​​​​​​​Experience working in a team-oriented, collaborative environment.


Specialized Experience:

  • Health Industry experience
  • Competency in requirements gathering, process modeling, and data analysis.
  • Experience with business analysis tools and software (e.g., Visio, JIRA, Confluence)
  • Proficiency with project management methodologies (e.g., Agile, Scrum)
