Job Description
Job Summary: Engineering and technical support to Naval Information Warfare Center (NIWC) Atlantic for the USCG Integrated Product Team (IPT). This support primarily includes the engineering, integration, and technical services required to outfit Coast Guard cutters with C5I systems. Additionally, support includes integration and technical support for standalone shipboard systems. Scope of work includes program, engineering, technical, drafting, training, logistics, procurement, intelligence and operations support services for designated C5I systems onboard National Security Cutter (NSC), Polar Security Cutter (PSC), Offshore Patrol Cutter (OPC), Fast Response Cutter (FRC), Medium Endurance Cutters (WMEC), and other afloat, mobile and shore platforms.

- Secret Clearance required
Education and Experience:
- PhD degree or Graduate/completion of an approved Federal/State education applicable technical training course (e.g., DoD/Military Security Specialist Training)
- Ten (10) years with a PhD degree or 14 years with applicable training/certification of experience, to include: applicable security discipline principles, practices, and procedures.
Essential Duties:
- Assess the nature and level of physical security threats so that the scope of the problem can be determined.
- Budget and schedule security design work.
- Conduct security audits to identify potential vulnerabilities related to physical security or staff safety.
- Design security policies, programs, or practices to ensure adequate security relating to alarm response, access card use, and other security needs.
- Design, implement, or establish requirements for security systems, video surveillance, motion detection, or closed-circuit television systems to ensure proper installation and operation.
- Develop conceptual designs of security systems.
- Develop or review specifications for design or construction of security systems.
- Engineer, install, maintain, or repair security systems, programmable logic controls, or other security-related electronic systems.
- Inspect fire, intruder detection, or other security systems.
- Inspect physical security design features, installations, or programs to ensure compliance with applicable standards or regulations.
- Interview witnesses or suspects to identify persons responsible for security breaches or to establish losses, pursue prosecutions, or obtain restitution.
- Monitor tapes or digital recordings to identify the source of losses.
- Monitor the work of contractors in the design, construction, and startup phases of security systems.
Knowledge, Skills and Abilities
- Capable of providing security risk management guidance pertaining to the protection of advanced technology, make access eligibility determinations in accordance with Navy SAP Nomination Process, and review documentation required for classified information systems in accordance with the current regulations.
- Capable of conducting site surveys and physical security accreditations, interpret current security policies, and implement organization security policies and procedures.
- Must demonstrate knowledge and experience working with security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI.
- Experience conducting inspections and investigations, collecting and analyzing information, etc., and possess skills in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.
- Demonstrate experience in the fields of physical, industrial, information and personnel security planning SAP Security Compliance Inspections and Self-Inspections
- Leading Investigations of security incidents to include initial reporting and documenting findings in accordance with policy; reviewing and applying governing policy including Executive Orders, DOD Security Directives, the SAP Nomination Process, Intelligence Directives and the JAFAN Series
- Communicating orally and in writing to managers, civilians and military contracts across DoD and other agencies.
- Technical expertise in relevant systems, methodologies, and tools applicable to the industry
- Project management skills, including planning, scheduling, budgeting, and resource allocation to ensure successful completion of projects
- Ability to analyze complex issues, develop creative solutions, and apply sound judgment to resolve challenges
- Strong communication skills, both written and oral, for effectively conveying information to stakeholders and team members, including report writing and presentations
- Attention to detail to ensure accuracy in documentation, processes, and deliverables while adhering to industry standards and best practices
- Knowledge of relevant regulations, policies, and procedures to ensure compliance with legal and industry requirements
- Financial management skills, including budgeting, cost control, and forecasting to ensure projects are completed within financial constraints
- Experience in creating, reviewing, and validating documentation, proposals, and reports to ensure alignment with project goals and stakeholder expectations
- Flexibility and adaptability to adjust strategies and processes in response to changing project demands and environments
