Hamilton-Madison House (HMH) is a nonprofit settlement house dedicated to improving the quality of life of its community, primarily the Two Bridges/Chinatown area of Manhattan's Lower East Side. The House provides a wide range of programs and services designed to enhance the quality of life for all residents of the Two Bridges/Chinatown area and throughout New York City’s five boroughs, including childcare, youth development, senior services, behavioral health services, and immigrant and community services. Position Overview
HMH is the leading provider of behavioral health services for New York City’s Asian community and the second largest provider in the country. HMH serves nearly 1,000 community members through a comprehensive program model that understands and incorporates the strengths of individual cultures and addresses the stigma related to mental illness. Services range from psychological services; personalized recovery-oriented services for individuals with mental illness; recovery programming for addiction in six languages and seven dialects; supportive housing for people with mental health issues; and training and internship opportunities for graduate students in social work, mental health counseling, and psychology. Our team of over 40 full-time and 16 part-time staff speak Cantonese, Mandarin, Korean, Japanese, Vietnamese, and Cambodian.
The Assistant Executive Director of Behavioral Health Services is responsible for overseeing the daily operations of one of the House’s largest divisions. As part of this role, the Assistant Executive Director will supervise program managers, ensure the delivery of high-quality direct services, management and coordination of a comprehensive community behavioral health delivery system; oversee the division’s government contracts, and collaborate with the House’s finance and operations staff to ensure the effective use of the division’s human and financial resources. The Assistant Executive Director will think strategically about the division’s direction, creating new way ways to enhance programs and generate revenue. This person will report directly to the Executive Director and function as a key member of the House’s senior management team.
Primary Responsibilities
- Provide engaged oversight of behavioral health programs at multiple locations, ensuring high-quality direct services for patients.
- Develop goals for the division that support the House’s overall strategic goals and direction; lead the staff in the achievement of these goals.
- Establish and maintain strong relationships with key stakeholders, including community groups, families, and private and government funders.
- Collaborate with the House’s finance and development staff to create proposals for public and private funding opportunities.
- Provide excellent supervision of program management staff; serve as mentor and coach to team members.
- Ensure that program sites conform to regulations from a variety of City and State agencies.
- Oversee the recruitment and development of a high-performing team. Collaborate with the House’s HR department to ensure that HR-related practices (including recruitment and performance management) are carried out in accordance with internal systems and policies as wells as City, State and Federal laws.
- Prepare and submits regular reports to funding sources and the House’s Board of Directors.
- Keep abreast of research and new developments in the behavioral health related fields; integrate this learning into program delivery.
- Oversee financial planning and management for the division; collaborate with the Executive Director on the House’s annual operating budget.
- Collaborate with the House’s finance team on a variety of financial management items, including contract reimbursements and budget modifications.
- Lead ongoing evaluation of the behavioral health services and substance use programs.
Minimum Skills and Qualifications
- Master’s degree in social work, psychology, public health administration, public health or counseling; or doctorate in psychology (PhD, PsyD); or medical degree with training in psychiatry.
- Minimum of five years leadership in behavioral health, mental health and/or substance use programs including experience in the development of programs; evaluation of program effectiveness; team building; policy development and fiscal oversight..
- One or more of the following clinical licenses is preferred for this position:
- Physician and Surgeon NYS licensure
- Clinical Psychologist NYS licensure
- Clinical Social Worker NYS licensure
- Demonstrates the highest ethical standards at all times.
- Ability and willingness to develop and maintain productive relationships with community members and other key stakeholders.
- Demonstrated ability to recruit, develop, and retain a high-performing team.
- Team player with the ability to collaborate with staff across the organization.
- Demonstrated ability to understand and monitor regulations of a variety of government agencies.
- Bilingual English/Cantonese preferred but not required.
Salary Range: $120,000 to $140,000
Excellent benefits including medical, dental, and vision insurance, 15 vacation days, 12 sick days, 3 personal days, and 12 paid agency-wide holidays. Depending on the role, HMH offers a flexible work schedule.
Hours: Monday to Friday, 37.5 hours per week, with some weekends required
