Summary of Purpose: Under minimal supervision, the Business Analyst III identifies, analyzes, document and translates stakeholder requirements for a code development team to build complex applications and business end users to set expectations for delivery for strategic initiatives. In addition, coach and educate product owners and other team members to improve teams' capacity to plan and carry out complex software development efforts that improve business process through software products and services. Serves as a liaison between IT and the end user. Essential Functions Develops deep understanding of the organization's business capabilities, processes, data, business rules, systems/applications, and people (stakeholders) that support these capabilities Maintains deep knowledge of currently deployed applications and integrations along with business utilization of systems. Identify areas for data capture, process improvement, automation, and help streamline to increase efficiency and decision making Analyzes and re-engineers business processes, utilizing an understanding of business problems and solutions as they relate to complex current and future business environments, in support of strategic initiatives Communicates and collaborates with stakeholders to elicit detailed complex business requirements using a variety of advanced understanding of techniques, including interviews, document analysis, requirements workshops, business process workflows, value stream mapping, wireframes, prototypes, storyboards, data analysis, reporting, and use case scenarios Ensures all requirements including complex requirements are documented, analyzed, understood, agreed to by the stakeholders and the development team Assists with Quality Assurance Testing and User Acceptance Testing Serves as product owner or proxy product owner, backlog grooming for prioritization and ranking based on business needs Participates in change management activities Leads with organizational change management and business transition management for IT product and service adoption coordinating with business transformation Leads IT marketing, coordinating with communications Leads small project efforts Performs other duties as assigned Knowledge, Skills, and Abilities Advanced expertise in key functional areas, with a strong ability to analyze data, identify trends, and solve complex problems within the domain Proficient in conducting thorough research, gathering information, and staying current with industry trends and best practices to influence positive change Advanced ability to communicate complex information in a clear and understandable manner to stakeholders Ability to develop innovative solutions that leverage specialized knowledge and technology Effectively manage tasks, prioritize work, and meet deadlines in a dynamic environment Advanced ability to work independently as well as in teams/groups Advanced ability to work and maintain confidentiality of highly sensitive/private information Advanced ability to build trust and rapport with colleagues and stakeholders to enhance influence Strong leadership and mentorship abilities, guiding junior team members and influencing cross-functional teams to achieve business goals. Education, Licenses, and Certifications Required High School Diploma or GED Preferred Bachelor's degree in Information Technology, Project management, Business, or related field Certification(s) in business analysis, change management, product ownership, six sigma, business relationship management, and project management Experience Required Four or more years of professional work experience Two or more years of experience in Business Analysis, Business Architecture, Strategic Program Management, Enterprise Transformation efforts, and/or Project Management Preferred Six or more years of professional work experience Four or more years of experience championing organizational change, e.g., leading initiatives, products, services, or interactions within technology area Four or more years of experience with Technology and Software Development Lifecycle Four or more years of experience in managing or leading cross-functional projects/initiatives Additional Requirements Work Context Prolonged periods sitting at a desk and working on a computer Works under minimal supervision Must be able to sit, stand, walk, stoop, kneel, crouch, climb, and crawl Must be able to lift 25 pounds General Requirements Behaviors and Assessments/Additional Requirements Employment is dependent upon successfully completing a pre-employment background check and drug and alcohol test This position may require obtaining unescorted access status This position requires direct or indirect access to certain export-controlled technology, for which INPO may be required to obtain an export license in accordance with applicable U.S. export control laws and regulations.
