Reimbursable Oversight Business Analyst:

Job Description:

The Reimbursable Business Analyst's basic role is to assist with documenting reimbursable processes, re-engineering processes where needed, drafting relevant policies, working with Army Commands with adherence to those processes and policies, and pulling metrics to track adherence. The Reimbursable Oversight Business Analyst will work with the Reimbursable Oversight Lead, Army client, Army Commands, and other stakeholders to understand business challenges, collect and document requirements, and develop solutions to standardize processes. They will define, promote, and utilize best practices and serve as a subject matter expert for others seeking information and assistance with executing under Army's reimbursable business processes.

Roles and Responsibilities:

  • Support mission of the Reimbursable Oversight division within the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) (ASA (FM&C)).
  • Collaborate with other agencies, military personnel, civilians, and contractors with regard to the development and publication of reimbursable policies, processes, and collaboration projects.
  • Conduct site visits as necessary at Army Commands to learn about their business landscape, document as-is processes, and redesign processes as necessary to assist with the adherence to new policies, processes, and technologies.
  • Work with SMEs to ensure documented system requirements are thorough and complete.
  • Support Army Commands by providing answers, expertise, and insights as needed.
  • Develop reimbursable tools, documentation, presentations, videos, and other promotional materials.
  • Develop and track metrics for reimbursable oversight.
  • Facilitate email communications between Army Commands and other stakeholder organizations.

Position Requirements:

Required Skills:

  • Applicants must be a US. citizen able to attain a Secret-level clearance. Candidates with a current Secret (or higher) clearance are highly desired.
  • 5-10 years of execution, analysis, business process improvement, or consulting experience, preferably for DoD clients.
  • Experience with Military Interdepartmental Purchase Requests (MIPRs), Sales Orders (SOs), Support Agreements, and/or any type of reimbursable support transactions.
  • Experience working in fully remote work settings, including excellent communication skills, the use of virtual project management tools, leading virtual meetings/workshops, and other work exercises.

Education Requirements: Bachelor's Degree in Accounting, Finance, Business Administration/Management, Business Analytics, or Management Information Systems from an accredited university.

Desired Skills/Certifications:

  • Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), Project Management Professional (PMP), and/or Certified Associate in Project Management (CAPM) certificates preferred.
  • Experience with Army clients with knowledge of Army financial systems, data, and processes are considered a plus.
  • Experience using Army Regulation (AR) 25-50 - Army Publishing Directorate is considered a plus.
  • Experience with crafting policies, memorandums, process design documents, process mappings (Microsoft Visio), or Standard Operating Procedures (SOP) are considered a plus.
  • Business process analysis and reengineering experience to assess and map a process end-to-end for business process improvement.
  • Experience with documenting business process requirements for technical solution builds.
