REPORTS TO: Program Director

GENERAL FUNCTION:  Assists Program Management and the Transitional Housing Intake Specialist with the facilitation of all matters related to housing, provides accurate and timely support to all staff in the Transitional Housing Program office.

QUALIFICATIONS:

  • Must be associated with Casa de Amparo through Community Care Licensing (CCL), which typically includes clearance by FBI, DOJ and CACI. 
  • 1 – 2 years property management experience with knowledge of federal, state, and local fair housing laws preferred.
  • Experience working in Social Services, with transitional age foster or foster youth preferred.
  • Comprehensive knowledge of current Microsoft Office 365 Suite.
  • Well-organized, strong telephone and interpersonal communication skills required.
  • Proactive with problem solving abilities. Flexible and able to respond to multiple demands.
  • Ability to comply with all employment requirements including, but not limited to drive agency vehicles with clear DMV report, reliable transportation with auto insurance. 
  • Must provide proof of immunization against influenza, pertussis, and measles.  
  • Must have auditory, visual and physical abilities to be able to perform office and field-based tasks as outlined in this job description, including, but not limited to, crouching, lifting 50 pounds, crawling on hands and knees, and walking up and down stairs.
  • CPR/1st Aid (including pediatric) certificate required
  • Must pass a pre-employment drug screen, health exam and TB test. 
  • Must be at least 21 years of age.  

MAJOR TASKS:

  • Coordinates the housing management services for transitional youth participants.
  • Assists Program Management and Intake Specialist with apartment acquisition.
  • Acts as liaison between program, participants and complexes, maintaining a positive professional relationship with complex property management and maintenance staff.
  • Responsible for setting up participants’ telephone, gas and electric, water and trash.
  • Orders and maintains distribution of participant food gift cards and bus passes or gas gift cards in accordance with agency policies and procedures.
  • Facilitates inspections of rental units and ensures properties are well maintained.
  • Responsible for apartment documents, collecting rent, and maintaining housing records.
  • Coordinates the collection and calculation of Participant Productivity Trackers.
  • Verifies and seeks approval for all rent and utility payments for program apartments. Calculates utility overages for participants and manages processes for collecting payment/s.
  • Coordinates furnishing move-in and set-up of apartments for program participants, which may include cleaning apartments.
  • Refers and interfaces with housing professionals and resources such as HUD and Section 8 to facilitate services for youth as needed.
  • Verifies youth income and utility payments, including collecting pay stubs, etc.
  • Responsible for monthly housing data entry and reports in the designated database(s).
  • Processes participant allowance requests in coordination with Accounting, ensuring all allowance payments are distributed to youth in accordance with agency policies and procedures.
  • Prepares Security Deposit Statement with itemized credits and deductions in compliance with California Landlord laws.
  • Assists with the organization and distribution of donations to participants.
  • Supports youth in transitioning to permanent housing upon completion of the program.
  • Assists with aftercare services for participants and post-discharge data collection and outcomes.
  • Provides education to youth about the proper care and cleaning of apartments and tenant rights.
  • Facilitates roommate mediation and contract meetings with participants as appropriate.
  • Coordinates maintenance of office suites and apartment units.
  • Maintains confidentiality of client information in accordance with agency policies and procedures.
  • Maintains adequate supplies without waste and within budget.
  • Assures the maintenance of administrative housing files and supplies in an orderly manner and assuring adequate safeguarding.
  • Carrys out program activities within budget, including corrective action as necessary.
  • Maintains cash and supply controls in accordance with agency policies and procedures.
  • Collaborate with supervisor to assure delivery of services in compliance with contract, including reports and database input.
  • Attends meetings as assigned.
  • Assists with the implementation of policies, goals, priorities, standards, and procedures as developed by staff and approved by the Board of Directors.
  • Assures that volunteer resources are used effectively within the program.
  • Other duties as assigned.

EFFECT ON END RESULT:  This position assures completion and maintenance of accurate, timely and organized documentation in accordance with agency policies and procedures. Responsible for the overall coordination of participant housing issues in a professional, trauma informed manner.
