Agency Description

The Office of Sustainability (OOS) reports to the Chief Deputy Mayor of Intergovernmental Affairs, Sustainability, and Engagement. OOS works with partners around the city to improve quality of life in all of Philadelphia neighborhoods through addressing environmental justice, reducing the city’s carbon emissions, and preparing Philadelphia for a hotter and wetter future.  

The City of Philadelphia’s Division of Energy and Climate Solutions (DECS), a part of OOS, manages energy supply and demand for city government operations, manages compliance with the benchmarking and building energy performance program ordinances, and develops city-wide policy in support of the city’s carbon neutrality goal. 

The City of Philadelphia’s Municipal Energy Unit serves to manage energy supply and demand for city government operations. The mission of the Municipal Energy Unit is to: 

  • Strategically procure cost effective, reliable, clean energy and conventional energy systems for city government 
  • Promote energy conservation and efficiency within City departments by providing education, technical expertise, promoting systems change, and analysis of energy used 
  • Develop and implement projects and programs that promote the efficient use of energy and reduce the City's environmental impact 
  • Support Philadelphia’s climate and energy goals; and position City government to lead by example 
Job Description

The Utility Analyst reports to an Assistant City Energy Manager within the Municipal Energy Unit of the Office of Sustainability’s Division of Energy and Climate Solutions and supports with all tasks related to energy and utility management for a subset of the City’s energy portfolio. This position works closely with departments and collaborates with members of the Office of Sustainability and the Philadelphia Energy Authority. This is an opportunity to help solve complex problems, gain valuable experience in energy and facilities management, and contribute to City sustainability goals. 

Essential Functions

  • Assist in managing the City’s energy management database for a subset of the portfolio of accounts (approx. 300 buildings), including bill upkeep and uploads, user training, and major data changes.  
  • Ensure data is accurate and work to apply solutions when it is not.  
  • Manage day-to-day issues with utility bills and meters working with facilities personnel and utility companies.  
  • Track and analyze energy use at the facility level and offer direct support in achieving energy reductions.  
  • Track and verify savings of completed energy efficiency and conservation projects.  
  • Support staff in running reports, analyzing data, supporting energy conservation and efficiency programs, and office administrative items.  
  • Support the Assistant City Energy Manager on other tasks as needed. 

Competencies, Knowledge, Skills and Abilities

  • Excellent written and verbal communication skills.   
  • Strong organizational and analytical skills.   
  • Ability to manipulate, analyze, and organize large data sets.   
  • Experience with Microsoft Excel.  
  • Comfortable and effective working both independently and on teams.  
Qualifications

Required:

  • 4 years of experience in energy management, utilities, or other relevant experience. Each year of relevant post-secondary education will be counted toward experience.  

Preferred:

  • LEED Green Associate credential. 
  • Familiarity with energy systems. 
  • Knowledge of new and emerging trends in the area of energy efficiency and energy management. 
  • Familiarity with racial equity and environmental justice issues. 
  • Familiarity with other data analysis platforms. 
  • Familiarity with renewable energy procurement and energy markets 
  • Energy management database experience.

Salary Range: $50,000 - $60,000
