Position Description:

The Construction Manager will provide comprehensive construction management services for the Laurel Avenue Sewer Main Improvements project. This role involves overseeing the project through its Pre-Construction, Construction, and Post-Construction phases. Working closely with the City of Ontario's Project Manager, City Inspector, and OMUC’s Operations Inspector, the Construction Manager will support all aspects of the project, including document management, scheduling, inspections, reporting, and coordination of construction activities. About the Project: The City of Ontario’s Municipal Utilities Company (OMUC) is implementing a sewer system capital improvements project on Laurel Avenue (Holt Boulevard to G Street), Allyn Avenue (Holt Boulevard to Nocta Street), Nocta Street, and private properties along Nocta Street (Allyn Avenue to 680 feet east in Nocta Street) to mitigate existing deficiencies in the sewer system in the area. The work under this contract consists of installation of approximately 5,000 linear feet of 8-inch and 10-inch diameter VCP sewer mains; installation of approximately 942 linear feet of 6-inch diameter VCP private sewer laterals; installation of 4-inch and 6-inch VCP sewer lateral to reconnect existing laterals at buildings; installation of sewer manholes; installation of sewer cleanouts; connection to existing sewer manholes at various street intersections; connection to existing sewer main at various points in Nocta Street; implementation of traffic control during construction, pavement repair and street restoration. Schedule: All work will be performed during the day between the hours of 7:00 am to 4:00 pm.

Minimum Required Qualifications:

  • Experience: Minimum of 7-10 years in construction management, with experience in sewer and utility projects preferred.  
  • Familiarity with sewer main construction, trenching, VCP pipe installation, safety regulations, and environmental compliance.
  • Technical Skills: Proficient in project documentation and control, including RFIs, submittals, change orders, and close-out procedures.
  • Project Coordination: Ability to lead meetings, coordinate with City representatives, and manage stakeholders.
  • Analytical Skills: Strong background in schedule management, claims resolution, and budget tracking.
  • Software Proficiency: MS Office (Word, Excel, Project, PowerPoint), AutoCAD, ArcGIS, and document management systems.

Tasks and Responsibilities:

  • Pre-Construction Phase
  • Contract Document Review: Review project plans, specifications, and reports to understand project scope and identify potential construction challenges.
  • Document Control and Coordination: Implement procedures for managing project documents, coordinate with City staff on permit requirements, and initiate preliminary work items.
  • Meeting Facilitation: Lead Pre-Construction meetings with the contractor, City staff, and utility representatives. Prepare agendas, facilitate discussions, and record meeting minutes.
  • Utility Coordination: Resolve potential utility conflicts in collaboration with the contractor and design engineer. Construction Phase
  • On-Site Management & Coordination: Oversee quality of construction, monitor contractor compliance with contract documents, and document all non-conformance issues.
  • Coordinate with OMUC’s Project Manager and inspectors.
  • Maintain daily records of site activities, including work accomplished, challenges encountered, and corrective actions.
  • Monitor compliance with permits, safety standards, traffic/pedestrian control, and environmental requirements.
  • Scheduling and Progress Tracking: Review contractor schedules, identify potential delays, and work with the project team to mitigate these issues.
  • Prepare Weekly Statement of Working Day reports to track project progress.
  • Change Order Management: Review and negotiate change orders, assess their impact on cost and timeline, and compile supporting documentation.
  • RFI and Submittal Management: Respond to RFIs, coordinate with design consultants, and ensure timely processing and approval of submittals.
  • Claims Management: Maintain a lot of potential claims, evaluate issues, and collaborate with City staff to resolve claims proactively.
  • Weekly Reporting: Provide weekly progress reports, detailing completed work, upcoming activities, and potential issues.
  • Safety and Traffic Control: Ensure contractor adherence to Cal-OSHA safety regulations and all traffic control requirements. Post-Construction Phase
  • Punch List: With the City Inspector, prepare a punch list to address any corrections needed for contract compliance.
  • Close-Out Coordination: Oversee submission of final project documents, including record drawings, lien releases, and warranties, and prepare digital record files.
  • Final Payment Processing: Evaluate and recommend approval for the contractor’s final payment application, ensuring all outstanding matters are resolved
