Description of Job

The Work Unit

The Prevention Services Divisionworks with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce. The Children, Youth and Families (CYF)branch is the organizational entity within the Prevention Services Division that plans, designs, implements, and evaluates public health interventions related to pregnant and postpartum people, children and youth, including children and youth with special health care needs, with a goal of maximizing the health and well-being of Colorado's maternal and child health population. Special emphasis is placed on evidence-based practices, data-based decision-making, training, technical assistance, community partnerships, and integration of various branch program efforts to assure health outcomes are maximized. The branch consists of the following four sections: Family Adversity & Mortality Prevention Section, MCH Workforce Development Section, Children and Youth with Special Health Care Needs Section, and Maternal and Child Health Section. This position is in the Family Adversity; Mortality Prevention Section.

The Position

Serves as Senior Authority on Maternal Mortality Prevention by providing programmatic and technical public health and data expertise to address the Maternal Mortality Prevention Act, including leading and facilitating the statutorily- mandated Maternal Mortality Review Committee (MMRC). The MMRC reviews all cases of maternal death through a formal review process and is composed of medical, behavioral health and mental health, community based and lived experience experts. Responsible for the development and implementation of a structure and processes to review cases in a timely manner and translate data into maternal mortality prevention recommendations.

This position is responsible for developing the strategic direction for the MMRC, and applying health equity, reproductive justice and intersectional lenses to the identification, development and implementation of MMRC processes and maternal mortality prevention recommendations. Provides supervision for staff working on maternal mortality review activities.

This position contributes to national publications and presentations translating maternal mortality data to action, as well as developing and sustaining grant objectives, and reporting maternal mortality activities through the Enhancing Reviews and Surveillance to Eliminate Maternal Mortality (ERASE MM) Program for the Centers for Disease Control and Prevention (CDC). This position collaborates closely with other State agencies and divisions which have programming that requires insight into maternal morality prevention, data collection, surveillance and healthcare quality improvement. Gathers input from community members who represent the populations most affected by the maternal mortality prevention recommendations, including lived experience experts and community-based partners who can help refine and prioritize the implementation of recommendations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

ExperienceOnly:

Eight (8) years of relevant experience in public health, mental health, health care, health policy, health systems, and/or with programs involved in promoting and implementing public health initiatives which must include maternal health experience.

OR

Education and Experience:

A combination of related education, graduation from an accredited college or university inpublic health, psychology, social work, medical anthropology, nursing, public policy, or other health related fields AND relevant experience in public health, mental health, health care, health policy, health systems, and/or with programs involved in promoting and implementing public health initiativeswhich must include maternal health experience

equivalent to Eight (8) years.

Preferred Qualifications and Essential Competencies

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

* Strong interpersonal skills; demonstrated proficiency in working collaboratively with internal teams, technical and community partners, diverse public stakeholders, health clinics and medical providers;

* Understanding of racial equity and health equity principles, including understanding of the social determinants of health and reproductive justice frameworks.

* Experience in grant writing and grant management;

* Experience working within maternal and/or public health, health policy, mental health and/or health care systems including experience addressing physical, social and emotional stressors that can exist during and after pregnancy and/or working within health system where pregnancy and postpartum people access care and support.

* Strong facilitation skills, including the ability to organize, motivate, and communicate with a large group to meet specified objectives;

* Strong skills to build and maintain effective collaborative relationships with diverse partners to set goals, resolve conflicts, and achieve deliverables;

* Strong skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups and individual settings;

* Adapts quickly to change and easily considers new approaches. Manages competing demands. Adapts behavior or work methods to best fit the situation in response to new information, changing conditions, or unexpected obstacles. Effectively deals with ambiguity.

* Experience supervising employees and demonstrated ability to decide pay, employee status, and disciplinary actions; interview applicants and recommend hires.
