This position supervises the accounting technicians and office assistants, assists the comptroller, and performs high-level financial accounting duties in support of the city's financial operations. Examples of Duties Supervises a team of individuals with varying experience, such as accounting technicians and office assistants. Assists the comptroller with high-level financial and accounting functions and transactions. Oversees day-to-day accounting processes such as accounts payable, accounts receivable, and other similar processes in accordance with generally accepted accounting principles (GAAP), Government Accounting Standards Board (GASB) pronouncements, and federal, state, and local requirements. Maintains knowledge of and ability to implement GASB pronouncements and federal and state guidelines. Analyzes and performs complex accounting functions, processes, and transactions. Assists in the maintenance of the Citys accounting records. Assists in the budgeting process; analyzes historical data and rates to forecast future needs; prepares special reports, worksheets, and computations; interprets analysis and makes recommendations as requested. Prepares and analyzes a variety of financial reports, including the Annual Comprehensive Financial Report. Provides financial / accounting support to City departments. Assists Grants Coordinator with various accounting functions related to compliance of grant requirements. Reviews journal entries, financial information, and payroll for accuracy; identifies and corrects errors. Assists in the implementation of new financial management software programs. Assist the comptroller in managing all accounting operations including the development and implementation of internal controls, policies and procedures to financial management, budget, and accounting. Assist in developing, maintaining, and monitoring financial systems to ensure compliance and maintain accuracy and integrity. Assists the comptroller with mentoring and training fiscal services staff. Effectively communicates with the comptroller, finance director, various departments, department directors, and City staff. Assists the comptroller with review of the month-end journal entries including reconciliation of city bank accounts, cash receipts, credit card activity, investments, and interfund receivables and payables. Prepares budget adjustments and journal entry corrections. Coordinates complex accounting projects and initiatives with the comptroller, finance director, and department staff. Assists the Comptroller in analyzing cash flow reports and investments. Assist the Comptroller in developing, monitoring, and enforcing internal controls to prevent fraud, abuse, or waste of the Citys assets. Assists the comptroller with the annual audit. Assists in the ERP setup for financial chart of accounts and user permissions. Performs other related duties. Minimum Qualifications Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in accounting or related field. Sufficient experience to understand the principles and high-level accounting knowledge relevant to the major duties of the position, usually associated with having had a similar position for a minimum of five years. Governmental accounting experience is preferred. Supervisory experience is preferred.
