PURPOSE OF POSITION: To accurately and responsibly perform all aspects of the assigned agency accounting functions efficiently, effectively and according to government accounting standards and state/federal regulations to ensure the fiscal integrity of Cass County HHVS. To perform lead work/mentor duties in areas of assigned tasks by actively obtaining and sharing knowledge and technical expertise, training staff in related policies and procedures, taking appropriate action when policies and procedures are not being followed.
WORK PERFORMED/JOB FUNCTIONS: Perform all aspects of disbursement processing to ensure accurate and prompt payment to vendors/providers according to MN statute. Perform all aspects of billing and claims processing to ensure maximum revenue and prompt reimbursements to the agency. Ensure that all payments received at or on behalf of Health, Human and Veteran Services are properly deposited and coded to the correct chart of account for fiscal reporting purposes. Ensure that reports and processes are completed timely according to county/state/federal/grantor guidelines. Perform monitoring duties as required for audit control purposes to assure fiscal integrity and demonstrate compliance as required. Process receipts and disbursements for clients for whom the agency is the designated representative payee to assure client stability. To assure that fiscal data is accurate, that policies and procedures are being followed, and agency remains in compliance with state/federal laws, each Accounting Technician is expected to become the expert in areas of duties assigned. Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of accounting principles, terminology, practices, audit controls, accounting and other automated systems (IFS, ACS, SWS, PHDOC, SSIS, MAXIS, MMIS, MEC2, INFOPAC), Excel, data base and Word, business arithmetic and mathematics, state and federal regulations. Skills must include computer skills, verbal and written communication skills. Ability to understand detailed written and oral instructions, reconcile and/or balance financial transactions and accounts, compare date from a variety of sources for accuracy and completeness, work under pressure and perform detailed work with speed and accuracy.
MINIMUM TRAINING, EXPERIENCE OR CERTIFICATIONS: High school degree, or the equivalent, and in addition, either: two years of experience involving clerical and bookkeeping or completion of two years of accredited college coursework, vocational school, or business school training in accounting or related fields may substitute on a year-for-year basis for the experience involving a combination of clerical and bookkeeping responsibilities. Must possess a valid driver's license.
PHYSICAL EFFORT: Sedentary to light physical activities requiring stooping, kneeling, crouching, reaching, handling, talking, hearing, and close vision. The employee must occasionally lift and or move up to 35 pounds. Typically in an office environment.
