JOB SUMMARY
Serves as an Accounting Division Chief, reporting to the Finance Director or Assistant Finance Director by assisting in the supervision of major functions within the Finance Department. Manages trains and oversees the work performed by assigned GL teams to ensure the prompt, accurate detailed recording of all financial and accounting transactions as prescribed by the Governmental Accounting Standards Board (GASB), Florida Statutes, Florida Administrative Code, Florida Auditor General Standards and local District policies. Utilizes knowledge of GASB standards and recommended practices of the Government Finance officers Association in the oversight of preparation of the audited annual financial statements and interim financial reports for twenty-four (24) different governments. Oversees overall Debt Management transactions. Ensures absolutely accurate cash accountability through establishment of internal control procedures, separation of duties, and monthly cash reconciliation for all bank, investment, and trust accounts.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)
- Supervises assigned GL Team(s); makes hiring and firing recommendations, prepares annual evaluations and prepares all performance documents for staff. Ensures employees have proper access to systems at all times.
- Assist with reviewing monthly board reports and attend Board meetings when necessary.
- Reviews and approves assessment tables, charts and internal controls for the accurate billing of annual assessments, both debt service and maintenance, and the collection of funds for these assessments. Monitor and maintain general ledger account codes.
- Reviews and approves Debt journal entries related to new bond issues and refinancing.
- Reviews annual Bond Disclosure reports prepared by GL Teams and ensures timely posting to EMMA website by Disclosure agent.
- Reviews Debt Management procedures, reviews prepayment calls and oversees transfers to the Trustees to ensure timely processing of debt service payments. Provides Bond Debt information to rating agencies.
- Trains subordinate supervisors and staff in the completion of all assigned duties to include a plan for cross-training.
- Ensure written procedures and policies are current for all processes within division
- Establishes month-end and year-end closing procedures and deadlines for Finance Director or Assistant Finance Director final approval. Provides accounting advice to the Finance Director and other senior staff, as appropriate.
- Assist with implementing new GASB Standards or any other accounting changes within the Department.
- Assists with finalizing Annual Audit reports as assigned. Provide information to external auditors.
- Provide expense information for GL Division to support a proposed annual budget and provide input for 5 year staffing plan.
- Responsible for ensuring internal control policies and procedures are strictly enforced by the GL Teams assigned. Participates in constant process review to ensure efficiency and adequate controls are in place as the District continues to grow.
- Monitors all billing and accounts receivable functions to ensure accurate and timely posting of receipts and deposit of proceeds. Evaluates process and provides recommendations on how to improve collectability of invoices.
- Attends regular interdepartmental meetings regarding matters that could impact the Finance department, such as the annual Budget meeting to set up for the new fiscal year and ensure the execution of Finance assigned duties as discussed in the meetings.
Supervision
- Direct supervision of Senior Accountants and any other staff assigned, including selection, training, and evaluation.

MINIMUM EDUCATION AND EXPERIENCE
- Bachelor’s degree in accounting or closely related field. (4) or more years of supervisor accounting experience preferred.
- Master’s degree in accounting or MBA preferred.
MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Florida Driver’s License required.
- CGFO and/or CPA certificate is desired, but not required.
- All candidates and employees must successfully pass background screening.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
Knowledge
- Knowledge of automated payroll programs/software helpful.
Skills
- Proficient personal computer skills, preferably knowledge of the Microsoft Office package involving Word, Excel, and Access, Outlook and PowerPoint and governmental accounting software required.
