Job Description - Data and Risk Management Analyst (24000A35)

The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by ensuring compliance with state licensing laws. DOL oversees 26 boards of registration, licensing and regulating over 500,000 individuals and businesses across more than 100 trades and professions.

The Data and Risk Management Analyst will analyze complex data from various sources, including three core technology systems. This role supports senior management by developing and presenting metrics, dashboards, and reports. The Analyst will collaborate with agency management to understand their data needs and participate in working groups to improve processes and reporting.

The Analyst works under the general supervision of the Associate Deputy Commissioner of Technology, Analytics, and Digital Transformation, and may receive direction from other agency leadership.

The primary work location for this role will be at 1000 Washington Street, Boston, Massachusetts 02118. The work schedule is Monday through Friday, 8:45 AM – 5:00 PM, with a hybrid model of in-office and work-from-home days based on operational needs.

Duties and Responsibilities

  • Understand data needs and requirements to conduct analytics and reporting activities in support of agency operations.
  • Document and prioritize agency data requirements and feature requests for metrics and reports.
  • Use agency-approved data analytics and visualization tools to present and visualize data.
  • Design and develop metrics, analyses, reports, and dashboards.
  • Analyze results, evaluate performance, and project future trends using statistical applications and BI tools.
  • Ensure successful data migration from legacy systems through cleansing, validation, and transformation.
  • Perform data validation and Quality Assurance/Quality Control tasks.
  • Research and report on data-management best practices.
  • Design utility programs to automate manual operations.
  • Participate in strategic planning efforts based on data analysis and risk assessment.
  • Compile and analyze agency production metrics and provide recommendations.
  • Participate in risk assessments and updates to the Internal Control Plan.
  • Develop relationships with cross-unit staff and build communities of practice around data use.

Preferred Knowledge, Skills, and Abilities

  • Four (4) + years of experience in data analysis, reporting, and visualization using languages and software such as Python, R, SQL, and BI tools.
  • Familiarity with Tableau and other visualization software.
  • Strong experience working with Salesforce.
  • Prior experience with MuleSoft, Snowflake, Jira, and AWS.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Ability to gather requirements from senior management and end users.
  • Experience with confidential data and knowledge of data privacy practices.
  • Ability to design programs for data gathering and manipulation.
  • Ability to work independently, handle multiple tasks, and adapt to changes.
  • Advanced skills in Microsoft Excel, Word, and PowerPoint.
  • Interest in public policy or administration; experience in a government setting.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES.

Minimum Entrance Requirements:

Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties including business data recovery, analysis, query design, reporting, and statistical analysis; or (B) any equivalent combination of the required experience.

Substitutions:

I. A Bachelor’s degree in Mathematics, Economics, Computer Science, Information Management, Statistics, or a related field may be substituted for two (2) years of required experience.

II. A Master’s degree in the same fields may be substituted for three (3) years of required experience.
