This Opportunity:
The Senior Manager, Contracts & Compliance is responsible for providing full life-cycle contract administration with various USG agencies including USAID, CDC, and DOD, as well as commercial clients. The Senior Manager will also deliver Contracts and Compliance training to project delivery and business development staff. This person must bring strong interpersonal and communication skills and demonstrated experience working effectively within and across teams.
Location and Compensation:
The position is based in Palladium's Washington D.C. office.
For our prospective employees in the United States, please note that the full-time equivalent annual base salary for this position is expected to range from $100,000 - $150,000, and successful candidates may also be eligible for additional, variable incentive compensation dependent on the role. For part-time employees, the salary will be prorated based on the actual number of hours worked.
Please be advised that a final salary offer will be based on various factors, including but not limited to your qualifications, education, experience, skills, seniority, performance, and Palladium's business or organizational needs.

Reporting Lines:
This role reports into the Director, Contracts & Compliance. It may supervise an Associate, Contracts and Compliance.
Primary Roles and Responsibilities:
Contract Administration
Administer pre- and post-award activities for various types of contracts, including but not limited to GSA, OASIS, IDIQ, CPFF, FFP and T&M, and ensure all contractual terms and conditions are adhered to during award implementation.
Maintain central contract and subcontract files.
Prepare, negotiate, and administer agreements with subcontractors and consultants, in compliance with corporate and client regulations.
Review, negotiate and process contracts and subsequent modifications, for corporate signature.
Advise project teams as needed on complex compliance-related inquiries and contractual issues.
Support project management staff with contract start up, implementation and close out activities.
Review and advise on draft documents and requests that are submitted to the Contracting Officer (CO) to include, but not limited to, the following: International travel approvals, salary justifications, notification and approval of project local compensation plans, Third Country National/Cooperating Country National (TCN/CCN) Waivers, source/national waivers for restricted commodities, CO's approval for restricted commodities, notification/approval of key personnel changes, purchase of non-expendable items that require prior CO approval, non-expendable disposition requests, annual inventory reports, limitation of funds/cost notification submissions, budgets/cost proposals for realignments/add-ons, specific requests for separate maintenance allowance, severance CCN leave payouts, allowances, and other documents for which the CO has authority.
Identify and escalate risks to Director of Contracts and Compliance.
Capacity Building and Training
Provide on-job training to project management staff on contractual tasks and responsibilities.
Provide input on the development of contract training materials.
Provide training to staff on regulatory requirements for project administration with an emphasis on US government work and building knowledge & capacity amongst staff.
Business Development
Review and analyze USAID solicitations to understand the terms and conditions and convey any risk areas to proposal teams.
Review contractual clarification questions in response to requests for proposals.
Review cost proposal for compliance and responsiveness, as needed.
Review and approve NDAs/PTAs.
Essential Criteria:
USAID contracts experience.
Strong knowledge of federal contracting and procurement laws, regulations, policies, and procedures.
Ability to solve problems, prioritize, quickly understand regional/country context and local sensitivities, and negotiate effectively combining logic and reason with interpersonal sensitivity.
Experience providing full-cycle support of the contracts function for multiple contract types.
Experience anticipating and mitigating risk.
Strong verbal and written communication skills.
Embraces collaboration and organizational change.
Displays integrity in the workplace always; demonstrates respectful communication, both verbal and non-verbal.
Desirable Criteria:
DoD, CDC, and HHS agency contracting experience highly preferred.
Commercial client contracting experience preferred.
