Job Overview
HealthRIGHT 360’s residential substance use disorder (SUD) program is a new program contracted with the Department of Public Health’s (DPH) Substance Abuse Prevention and Control (SAPC) program for residential drug Medi-Cal (DMC) services for up to 99 adult men and women: 33 that are for men who are judicially involved, 33 for men, and 33 for women. The residential DMC program will employ 100 people and works closely with the other BHC programs to provide a continuum of services for the low-income/Medi-Cal population. The program is located on the campus of Martin Luther King Jr. Hospital in the Willowbrook area of South Los Angeles and will serve all LA County residents.
The Clinical Manager/Supervisor is a licensed clinician maintaining a valid BBS or CPB license. Associate level clinicians with supervisory experience will also be considered.
The Clinical Manager/Supervisor is responsible for oversight of day-to-day program operations of assigned HealthRIGHT 360’s program(s) and location/department. The Clinical Manager provides training and leadership development to the program supervisors. The Clinical Manager ensures the staff have the training and resources needed to successfully provide best practice in Clinical Services. The Clinical Manager is self-motivated and driven to ensure the program is operating at full potential. The manager assists to ensure utilization and productivity goals are met. The Clinical Manager must be a LCSW, LMFT, LPCC, or PsyD with a license through the Board of Behavioral Sciences (BBS) or the California Board of Psychology (CBP), with at least two (2) years of supervisory experience. As per contract, all staff hired MUST be fully vaccinated against COVID-19 and when eligible, receive their booster shot; medical and religious exemptions are available.
Key Responsibilities
Program Management Responsibilities:
Manages day-to-day program operations and oversight of assigned programs and facility.
Responsible for all facility-related matters to ensure that program(s) operate efficiently and safely.
Assumes ownership for any facility or program crisis situation and sees it through to completion.
Understands HealthRIGHT strategic vision and finds ways to implement and execute the vision at the treatment services level.
Responsible for compliance with all programmatic or project contractual requirements.
Responsible for compliance with all environmental, safety, and health requirements of the program(s) assigned.
Develops and maintains policies and procedures as it relates to day-to-day program operations in collaboration with QI and EHR staff.
Implements improvements in the integration of behavioral health services to improve the quality and continuum of client care.
Implements new and innovative programs in compliance with HealthRIGHT 360’s policies and procedures.
Works collaboratively with all level staff across programs.
Attends external program-specific meetings and events to ensure that the program is in compliance and is kept up to date on trends related to client treatment and care and to represent HealthRIGHT 360.
Treatment Oversight Responsibilities:
Responsible for program staff providing treatment in accordance with HealthRIGHT 360’s mission and values.
Ensures that all treatment services are provided in an ethical and legal manner.
Ensures that all supervisors and direct service staff provide strengths-based, trauma-informed, and culturally competent services.
Responsible for program decisions being guided by a client-centered approach.
Responsible for ensuring all direct reports and service providers submit documentation in accordance with program requirements and in compliance with all compliance and regulatory requirements and HealthRIGHT 360’s policies and procedures.
Ensures all service staff submit documentation in accordance with program requirements and in compliance with all regulatory requirements and agency’s policies and procedures. This includes timeliness of documentation with progress notes completed within 72 hours of service delivery, draft edits complete, and supervisor co-signature obtained within 5 days.
Responsible for ensuring that the client’s record is of high quality and kept up to date as part of the service provided.
Responsible for reviewing clinical documentation and providing co-signature as applicable.
Ensures that the team communicates and collaborates with all members of the behavioral health team including: medical, mental health, psychiatry, substance abuse staff, and others.
Assist in crisis and symptom management within assigned programs by providing 24-hour 7-day per week after-hours coverage and/or on-call supervision on rotation with other clinicians. LPS certification required within 6 months of hire and LPS on-call rotation required.
People Management Responsibilities:
Ensures all direct reports are in compliance with HR 360 policies, procedures, and position expectations and performance goals.
Responsible for providing direct supervision, training, and guidance to the supervisors and direct service staff assigned.
Delivers or arranges training and resources required for direct reports and direct service staff to perform their roles.
Identifies the direct reports' strengths and weaknesses and strives to develop each direct report to their fullest potential.
Assists direct reports in defining career goals and creates opportunities for development.
Gives ongoing feedback and conducts formal performance evaluations in a timely manner.
Responsible for interviewing, selection, hiring, and all terminations for positions within the program.
Responsible for all performance management including performance improvement plans, formal written warning notices, and terminations of all direct reports as needed.
Quality Improvement and Training Responsibilities:
Responsible for assigned programs being in compliance with policies and procedures to manage risk.
Responsible for assigned programs being in compliance with all funding mandates.
Responsible for assigned programs being in compliance with HIPAA and 42CFR regulations, HealthRIGHT 360’s policies and procedures, and all other licensing and funding mandates.
Keeps program staff and Director informed on quality of care concerns through regular reporting and/or team discussions.
Delivers or arranges training required for direct reports and direct service staff to perform their roles in full compliance with agency standards and best practices.
Monitors program budgets and facilitates responses to ensure utilization.
Assists the Director by ensuring program/projects stay within agreed budgetary limitations.
Ensures all direct reports and direct service providers meet productivity and utilization expectations.
Education and Knowledge, Skills, and Abilities
Education Requirements:
LCSW, LMFT, LPCC, or PsyD with a license through the Board of Behavioral Sciences (BBS) or the California Board of Psychology (CBP).
Associate level/BBS registered with 2 years of experience and supervisory experience will also be considered.
Experience:
Minimum of two years’ experience providing supervision to direct service providers in comparable size agencies with similar clients.
Experience with efficient and effective treatment and management of adult clients with co-occurring mental health and substance use disorders.
Knowledge of and experience with providing trauma-informed services.
Strong computer skills, including Outlook, Excel, Word, and PowerPoint.
Background Clearance Required:
Live Scan.
Must not be on parole or probation for a minimum of two years.
Knowledge Required:
Culturally competent and able to work with a diverse population.
Strong proficiency with Microsoft Office applications, specifically Word, Outlook, and internet applications.
Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self-sufficiency.
