The Specialized Treatment for Optimized Programming (STOP) Program Area Six connects California Department of Corrections and Rehabilitation inmates and parolees to comprehensive, evidence-based programming and services during their transition into the community, with priority given to those participants who are within their first year of release and who have been assessed to as a moderate to high risk to reoffend. Area Six includes San Diego, Orange, and Imperial counties. STOP subcontracts with detoxification, licensed residential treatment programs, outpatient programs, professional services, and re-entry and recovery housing throughout the program area to assist participants with reentry and recovery resources. The Billing Coordinator

is responsible for coordinating receipt of and reviewing Community Based Provider (CBP) subcontractor client data for accuracy and entering and retrieving data from/to the Automated Reentry Management System (ARMS) as needed for the purpose of reconciliation, invoicing and billing. KEY RESPONSIBILITIES Billing and Invoicing Responsibilities:

Generate monthly modality invoices and forward to CBPs for approval. Reconciles and resolves any discrepancies identified. Act as liaison between Fiscal department, STOP, Community Partners and CDCR to ensure ease of information flow. Ensures invoices and supplemental required reports are submitted to HR360 and CDCR personnel within deadlines. Generates annual client service count reports as needed. Tracks and monitors contract budget, creates projections for fiscal year expenditures. Data Entry and Reconciliation Responsibilities:

Ongoing review of Community Based Providers subcontractor client data in ARMS for accuracy. When discrepancies are found, coordinate with CBPs and internal departments to resolve and reconcile the discrepancies. Maintain ongoing client lists for reference and tracking. Responsible for tracking of funding source allocations as required by CDCR. Administrative Responsibilities:

Produce monthly client and CBP related reports as needed for the California Department of Corrections and Rehabilitation (CDCR) using the ARMS database. Assure confidentiality of all incoming and outgoing client data. Assists in overseeing the ARMS Data Coordinator and Data Assurance Coordinator duties to ensure accuracy and completion. Provides reports to other staff and management for inaccurate and/or missing data. May act as backup for Incident Reporting and other Data Roles as needed. EDUCATION AND KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS: Education and Experience Required: High School Diploma or equivalent Previous work experience working with spreadsheets Previous work experience performing data entry Type 45 wpm AA Degree; Experience may substitute for this on a year-by-year basis. Required: Must complete a background check and livescan clearance Must be able to satisfy requirements for CDCR security clearances Knowledge Required: Culturally competent and able to work with a diverse population Strong proficiency with Microsoft Office applications, specifically Word, Outlook, and internet applications Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self-sufficiency Skills and Abilities Required: Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data Professionalism, punctuality, flexibility, and reliability are imperative Excellent verbal, written, and interpersonal skills Integrity to handle sensitive information in a confidential manner Action-oriented Strong problem-solving skills Excellent organization skills and ability to multitask and juggle multiple priorities Outstanding ability to follow-through with tasks Ability to work cooperatively and effectively as part of an interdisciplinary team and independently assume responsibility Strong initiative and enthusiasm and willingness to pitch in whenever needed Able to communicate well at all levels of the organization including working with organization leadership and high-level representatives of partner organizations Able to work within a frequently changing project scope while maintaining overall direction and structured priorities We will consider for employment qualified applicants with arrest and conviction records.
