Description
The Division of Occupational Licensure (DOL) , an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professional they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licensures and regulates the Office of Public Safety and Inspections (OPSI) and the Office of Private Occupational Schools.
The mission of DOL is to protect the public’s health, safety, and welfare by licensing qualified individuals and businesses to provide services to consumers. The
Data and Risk Management Analyst
will perform analysis of complex data obtained from several sources including three core technology systems and several other systems and data sources. The
Data and Risk Management Analyst
supports senior management by developing and presenting metrics, dashboards, and reports on findings obtained. The incumbent will collaborate with management across the agency to understand their key metrics and other data needs and designs. The incumbent will participate in various Division working groups to provide feedback based on identified trends and collaborate with other agencies on various data analytics projects to improve the Division’s processes, metrics and reporting. Data and Risk Management Analyst
works under the general supervision of the Associate Deputy Commissioner of Technology, Analytics, and Digital Transformation. The incumbent may also receive direction from other staff in agency leadership who provide instruction and program guidance, assign work, and review performance for compliance with policies, procedures, and established standards. The primary work location for this role will be at 1000 Washington Street, Boston, Massachusetts 02118 . The work schedule for this position is Monday through Friday, 8:45 AM – 5:00 PM.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work-from-home days, based on operational needs. Duties and Responsibilities : Work with unit and senior management to understand data needs and requirements to conduct a range of analytics, advisory, and reporting activities in support of agency and unit operations and policy initiatives. Capture, document, and prioritize agency data requirements and feature requests for metrics and reports by evaluating requests, engaging with end users in meetings, and conducting follow-up to clarify and define deliverables. Use agency-approved data analytics and visualization tools and software to effectively present and visualize data relevant to the agency and our essential functions, in the formats approved by the agency management team. Design and develop metrics, analyses, reports, and dashboards to support decision-making and operations. Employ a variety of agency-approved statistical and software applications, graphics tools, and business intelligence (BI) applications to analyze results, evaluate performance, and project future trends and needs. Ensure data migration from legacy systems to new systems are successful by performing data cleansing, validation, and transformation techniques and methods. Perform data validation and appropriate Quality Assurance/Quality Control tasks. Research and report on data-management best practices, including in the areas of governance, storage, privacy, and reporting. Design and develop utility programs to automate manual operations, when needed. Participate in the strategic planning efforts to provide input and suggestions on the future direction of the agency based on data analysis, risk assessment, and emerging trends. Compile and analyze agency production metrics and dashboard reports, monitor and track unit and agency accomplishments, and provide recommendation, as appropriate, to management. Participate in agency-specific risk assessments and updates to the Internal Control Plan. Develop and maintain relationships with cross-unit staff; work with team members to build communities of practice around data use. Preferred Knowledge, Skills, and Abilities: Four (4) + years of experience in data analysis, reporting, and visualization, using languages and software such as Python, R, SQL, VBA, andbusiness intelligence (BI) tools. Four (4) + years of experience integrating business intelligence data into daily operations to prioritize actions that drive the greatest return on investment. Familiarity with Tableau and other visualization software. Strong experience working with Salesforce is required. Prior experience with MuleSoft, Snowflake, Jira and AWS. Strong analytical, troubleshooting, and problem-solving skills. Proven ability to accurately gather requirements and other input from senior management and other end users in face to face, virtual, phone and other interactions Experience working with confidential, protected, sensitivedata; working knowledge of data privacy and handling practices. Ability to design programs to gather and manipulate appropriate data to accommodate requests for reports and/or analysis, and then translate that analysis into management reports. Ability to work independently/with minimal supervision, handle multiple tasks simultaneously, and adapt quickly to changes. Strong intellectualcuriosity;drive to master new skills, systems, and subject matter. Advanced in Microsoft Excel, Word, and PowerPoint.
