GIS Data Administrator

The North Central Texas Council of Governments (NCTCOG) is seeking a talented and motivated professional to administer the enterprise GIS deployment. The position manages GIS software, associated components, and related data and serves as the primary point of contact for the enterprise GIS infrastructure. A thorough understanding of GIS endpoints and architecture are required for success in this position. Other critical elements include excellent project management and communication skills as this position provides high-level expertise and serves as liaison between various internal stakeholders and IT technical staff. A strong background in IT is beneficial.

Primary Responsibilities

Install and/or maintain GIS software on servers including coordinating or performing updates and upgradesManage user accounts and permissions, licenses, extensions, add-ins, and data storageCreate and/or maintain web services, apps, and add-insManage user rights to enterprise server software and databasesUnderstand authentication methods, and utilize them per best practicesMonitor and communicate GIS enterprise system performanceWork closely with IT staff and software providers to ensure system performance continuously meets requirementsAnticipate issues and devise action plans in coordination with stakeholdersReview logs, perform data queries, recreate steps, and interact with users and/or software support staff to troubleshoot and promptly resolve issuesDocument processes, procedures, instructions, and techniquesEnsure that security requirements are metAncillary Responsibilities

Provide input on strategic planning and priorities and implement action plansWork with others to identify needs and develop and implement strategies for improving the enterprise GIS systemServe as a subject matter expert by clearly and effectively communicating technical information to both technical and non-technical audiencesInterface with software and data vendorsMaintain and increase skill set through professional development and networkingOccasional evening or weekend work might be requiredOther duties as assignedRequired Experience and Skills:

Experience deploying and administering Esri Enterprise, ArcGIS Server, ArcSDE, ArcGIS Online, ArcGIS Pro, and PortalExperience administering an enterprise relational database management systemExperience with geospatial data including writing original queries of data in a geospatial environment for presentation, reporting, and analysisExperience with programming or scripting languages such as PythonKnowledge of ArcGIS API for Java scriptAble to analyze situations, think critically, and devise solutionsAble to exercise significant independent judgement and work with minimal supervisionAble to interact with both highly technical and non-technical groups in all levels within an organizationExperience documenting procedures and writing instructionsExperience with live demonstrations and giving presentations using visualizations, and other techniques to convey complex ideas or relationshipsAble to understand challenging or abstract conceptsAble to conduct research and read technical documents and reportsAble to exhibit professionalism in all aspects of duties and committed to high-quality outputRequired Experience:

This position requires at least three years of experience and a Bachelor's degree from an accredited college or university in a scientific or technical field. Candidates with significant, related experience and formal education in a non-technical field might also be considered.

FLSA: Exempt

Salary range:

$64,950 - $80,100, depending on qualifications and experience
