IT Project Manager

to join our team!Responsibilities:Responsible for all Contractor work performed under the contractProvide subject matter expertise, program management, program analysis and reporting, documentation, and/or guidance on how federal government IT policies and regulation impact programsLead the team in conducting agency program health assessments of IT investments, evaluations against OMB metrics, and identifies gapsLead the development of program health assessment results aligned with the Federal IT Dashboard reportingOversee team to develop, implement and execute recovery plansAddress any OIG audits, Techstats, or other auditing processesOversee the ongoing assessment and evaluation of program to ensure compliance with standard such as FITARA, ALF SELCConduct maturity assessments in areas such as Agile, DevOps, Systems Assurance, and CloudAssess IT Program Evaluation and Assessment policies and processes and provide improvement recommendationsLead the transition-in and transition-out for the projectWorks independent of supervisionEstablishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specificationsDirects the work of employees assigned to the program from technical and administrative areasProvides project management support for the planning, implementation, and tracking of complex task area including planning, resourcing, implementation, control, and evaluation managementExperience directing cross-functional teams to deliver projects within the constraints of schedule, budget and scopeManages program risk, including pre-project preparations and day-to-day operational aspects of multiple projectsExecutes project close activities accurately and on-timeManages all program activities and exercises control over personnel responsible for specific functions or phases of a programResponsible for the cost, schedule and technical performanceProvide Cost Forecasting experience and be able to respond to COR questions regarding contract cost estimation, variance, burn, etc.Participates in the negotiation of contract and contract changesCoordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the contractActs as primary point of contact for all activities, leading program review sessions to discuss cost, schedule, and technical performanceDevelops new business or expands the product line with the customerProfessional Experience and Skills:Experience in Federal Business Operations, IT Program Evaluation/Assessment, and IT Program RecoveryExperience directing programs to develop, maintain, and leverage solutionsAbility to identify program and project problems and recommend solutionsStrong interpersonal skills with ability to interact with all levels of professionals in a teamenvironmentExcellent client-facing and internal communication skillsAbility to build and manage highly effective teams that are both on-site and remoteCapable of developing/implementing professional development plans and career mapsAbility to work with leadership and Human Capital to resolve issues with clients and employeesEducation and Years of Experience:Must have at least 10 years of experience and an MA/MS degree.Extensive experience managing programs for DHS or other large federal agencies with an understanding of federal government IT policies and regulations.Current and valid Project Management Professional (PMP) certification by the Project Management Institute (PMI)Information Technology Infrastructure Library (ITIL) v3 certification Intermediate level or higher.Experience as a Scrum Master, Scrum Product Owner, Quality Engineer, or Business Process Engineer.Security Clearance:Top Secret with Sensitive Compartmented Information (SCI) access requiredWork LocationRemote with minimal time at DHS HQ in Springfield, VA (~5%)Evoke is an equal opportunity employer and all qualified applicants will receive considered for employment without regard to race, color, sex, citizenship, national origin, ancestry sexual oriented, gender identity, age, religion, creed, physical or mental disability, marital status, veteran status, political affiliation, or any additional.
