Job Description

PURPOSE OF POSITION :

The Director of Mental Health Services serves as the head of the department and is responsible for the administration, oversight, evaluation, and continuous improvement of all psychiatric, social work and addiction treatment and ancillary services provided by the department staff, contractors and volunteers in the Behavioral Health Department and also in Primary Care Practices.

AREAS OF RESPONSIBILITIES- SUMMARY OF DUTIES AND

Develop, plan, and oversee functions of BH Department's MHC, SUD, SW, Drug Initiative, PHC and IOS program operations to ensure adequacy, quality and continuity of services to patients in accordance with NYC H+H mission, policies, professional standards and statutory guidelines & directives.Provide consultation, training and supervision to Group 11 managers and Group 12 supervisors- employees of BH programs on matters involving individual performance, administrative and clinical intervention strategies for high service delivery standards, program planning, review & evaluation, regulatory audits & surveys, contractual obligations and deliverables, budgetary and fiscal status, HRD and Labor Relations issues, day today and strategic management of programs, staffing, staff engagement, program resources and, program environment.Initiate, participate in and optimize working alliance of BH programs with other services, executive administration, nursing administration, community relations and local community agencies by facilitating integrative collaboration in service plans and projects involving outreach, linkages, program promotion, initiatives such as BH-PC integration, collaborative care and other evidence-based prevention and treatment approaches etc.Ensure and maintain the responsiveness of BH programs by identifying the needs of the community, evaluating the quality of BH program services, addressing issues and concerns, resolving problems, and developing plans and objectives.Identify, define, and provide input on issues, needs, and problems and propose solutions to the BH program teams, executive administration, community boards and members of patient, families and community groups to ensure that BH service deliveries meet goals, standards, needs and expectations.Monitor Daily Data Management System, Dashboard data, ACCESS data, Epic, Healthcare Intelligence Prod to assess program productivity & utilization and trouble-shoot variance and deficits in performance.Ensure completion and maintenance of patient records sufficient to meet requirements and directives of regulatory agencies, OPTUM, CMS etc. in regard to clinical and privacy documentation requirements.Facilitate and participate in multi-disciplinary team and staff meetings of BH programs in order to apprise, provide guidance, training and leadership to program staff about program performance, key changes in organization, system and policy framework, new trends, indicators, metrics & developments relating to BH programs, organization and the system.Conduct case conferences with clinical staff and inter-agency representatives, resolve conflictual issues, review and sign off on case records to ensure compliance with Federal, State and LGU requirements.Perform functions related to: (a) HRD: completing PAF, interviewing new staff, ensuring timely completion of employees' evaluations & mandatory trainings, OHS clearance, renewal of professional licenses, compliance with policies & procedures, union and labor relations matters etc.; (b) Finance: developing and overseeing program budgets, identifying grant-funding opportunities, assessing and addressing collectability & denials issues, monitoring requisition, POs, procurement etc.; handling matters re: Receiving/Account Payables etc.; (c) Public Relations: representing BH Division in forums, events, meetings, conference calls, webinars convened by central office, Gotham Health, local, county & state government agencies such as DOHMH, NYSOMH, NYSOASAS, Brooklyn Mental Hygiene Court, Probation, Parole departments etc. and, professional councils, associations, consultants etc.; (d) developing linkages and partnership agreements with community agencies in coordination with our Community Relations; addressing and resolving inquiries, questions, concerns, issues posed by patients, families, staff, government officials, public or any stakeholder in a manner that safeguards and upholds the image, sovereignty and reputation of the organization and NYC H+H & Gotham system.Collaborate with organization's Quality Assurance specialist and under the direction of the CMO and site administrator develop and implement Quality Assurance processes in BH as per FQHC/ HRSA/ DOHMH/ OMH/ OASAS requirements relating to providing behavioral health services.Provide administrative interventions and work with clinical providers, inter-department heads, vendors, contractors, and consultants to ensure efficient, productive and seamless operation of BH programs.Perform administrative and leadership functions associated with government audits and surveys in BH for licenses and operating certificates, liaison, corrective action plans etc.Coordinate functions relating to state's special electronic portals and applications such as NIMRS, MHPD, PCS-Patient Characteristic Surveys, PSYCKES, SMS, CPI-Center for Practice Innovation etc. and; represent BH Department at forums such as IRC, CAB, QC, DH meetings.Develop and implement policies and procedures for BH department and programs.Participate in mandatory and contractual trainings, meetings, workshops and events.Minimum Qualifications1. Master's Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or related field; and2. Three (3) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services; or3. Possession of a valid license and current registration to practice in a mental health field issued by the New York State Education Department (NYSED).
