Position Summary:Under the leadership of the Trio Director, theUpward Bound Counselor provides academic, career, and educational counseling,as well as assistance with completing the college admissions and financialaid process. The counselor also provides motivational support and acts as anadvocate for program participants. Other services coordinated by the UBCounselor include academic instruction, mentoring, and tutoring.The Upward Bound Counselor is responsible for theeffective implementation and achievement of all goals, objectives, andstandards associated with the Upward Bound Program as outlined by the USDepartment of Education.During the academic year, there are 26 to 28sessions on Saturdays that run from 8:30 am until 2:30 pm. There is also anafterschool program that runs Monday thru Thursday from 3:00 pm until 6:00 pmas well as evening orientations and activities that are typically scheduledfrom 6 pm until 8:00 pm.During the summer a six-week summer program isconducted, with four of those weeks being residential. During the summerprogram, staff are expected to be available on campus, for overnightsupervision of students for the duration of the residential program andshould expect to work longer hours during the day. Saturday and off-hour workis required.

The Upward Bound Counselor reports to the ProjectDirector; however, they will work very closely with high school and middle schoolteachers and counselors, and with the appropriate campus and community agencypersonnel.

Essential Functions:- Screenmiddle (8th graders) and high school students to determine eligibility.

- Collect, analyze and maintain student data, including report cards, testscores, and Personal Educational Plans to improve service delivery tostudents and increase student outcomes.- Develop and maintain a file on eacheligible participant for use in education and career planning.- Superviseand conduct group counseling, individual counseling, and personal developmentactivities.- Organize and conduct career workshops, seminars, and othereducational activities. Must be willing to make off-site school visitsregularly.- Conduct entrance and exit interviews of program participants.- Assist the Program Director in program planning and evaluation, reviewingapplications for admission, and financial aid, assessing educational needsand goals of project participants.- Assist in developing program proposals andpreparing reports.- Prepare budgets for programming activities.- Assist in thedevelopment and implementation of the curriculum.- Perform other duties asassigned.

Prerequisite Qualifications:- Bachelor'sDegree required, Area of academic discipline should be Student PersonnelServices, Psychology, Social Work, or a related field.- Musthave two or more years of counseling experience in educational administrationand educational counseling at the high school or post-secondary level.- Musthave experience in conducting testing and training activities.- Mustbe available to work on Saturdays, to provide overnight supervision on campusfor the duration of the residential part of the summer program (overnightduties will be split between appropriate staff) and on-call 24 hours duringthe duration of the summer program.- Musthave a valid Driver's License and access to a vehicle.- At the university's discretion, the education and experience prerequisites may be excepted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.

Preferred Qualifications:- Master's Degree Student PersonnelServices, Counseling, Social Work or a related field. Experience working withminority and disadvantaged students.- Knowledge of TRIO programs is helpful.
