MELE Associates, Inc. (MELE) support the National Nuclear Security Administration (NNSA) Office of Environment, Safety, & Health (NA-ESH), which supports and implements critical NNSA missions for maintaining the nuclear weapons stockpile and reducing global nuclear dangers. NA-ESH supports the effective development and consistent implementation of safety programs and requirements across the NNSA enterprise. NA-ESH also provides cost-effective packaging, nuclear materials integration and management, enterprise sustainability, enterprise waste management, and environmental regulatory services to the NNSA enterprise.

MELE requires an exceptional candidate to fill a Business Systems Analyst position to support the G2 Program Management System (G2), which is the organization’s customized program management system that captures project schedules, budgets, and spending data as well as other program information for infrastructure projects at all NNSA Sites.

Essential Functions:

Assist with the collection of software development requirements and work with development team to design and deliver enhanced system capabilitiesManage G2 NA-ESH system development:Gather, create, & analyze ideas, requests, problems, and issues that are worth solving through innovation & technologyWork with stakeholders and SMEs to formulate system development requirements into workable features for developersWork with multiple development teams to refine features and troubleshoot defectsUse economical methods to prioritize future development with input from Office Directors & SMEsDevelop roadmaps & detailed plans for the executive level for input and to the team level for actionDrive Improvements in Performance & Value Delivery through Agile Coaching & TrainingCoordinate assessment and prioritization of future development with input from key organization stakeholdersBrief senior organization management on status, progress, challenges, and recommendationsProvide assessment and strategies for required development support levels

Serve as a member of a small Lean Agile Center of Excellence team to:Coordinate the identification and provision of Agile courses for organization team membersCreate guides, templates, and instructions for Agile best practicesImplement and support the Business Management System (BMS) that uses Jira software

Review and analyze a variety of NNSA Site infrastructure data and summarize resultsResponsible for creating and organizing new projects, configuring the layout, design, and workflows in JiraResponsible for performing user and group administration on JiraResponsible for writing complex JQL queries and calculated formulas for filters, reports, and eazyBI dashboards for the stakeholdersProvide analytical support for infrastructure management of operations, maintenance, recapitalization, disposition, and construction activitiesConduct independent research, obtain information from various sources, and perform special studies as needed to develop innovative solutions to complex infrastructure challengesReviews large quantities of data (sometimes from disparate sources) and summarizes results and develops analytical charts and graphs in support of program briefings and documents.Develop charts and graphs for high-level presentationsAll other duties as assignedMinimum Qualifications:

College Bachelor’s degree with major or specialization in related fieldKnowledge or experience with product management for program or financial management systemsSignificant interest in data analytics and experience in data analytics with the Jira applicationStrong analytical skills with ability to collect, synthesize, and interpret data and present findingsExcellent written and oral communicationExcellent organizational skillsCustomer service orientedOutstanding team player able to work with a diverse group of people stationed in different geographic locationsHard worker that shows initiativeWorks well with short turnaround deadlines in fast paced office environment and is adaptable to changing prioritiesKnowledge of all Microsoft Office tools and Adobe Acrobat ProAbility to obtain and maintain a DOE Q security clearance (requires U.S. citizenship)

Preferred Qualifications:

Experience and/or certification in Scaled Agile FrameworkCertified Scaled Agile Program Consultant (SPC) that conducts SAFe trainingStrong Atlassian’s Jira skills and experience using Jira and eazyBI in prior positionsPrior experience standing up and implementing business or quality management systems for organizationsStrong SharePoint capabilitiesMaster’s Degree in related fieldDemonstrated knowledge and application of lean agile management methodologyPrior experience working federal government programsFamiliarity with NNSA Management and Operations (M&O) modelExperience with programs that involve facilities and infrastructureExperience briefing technical subjects to non-technical audiences

Location:

The full-time position has a remote work option in Washington, DC

Salary:

Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
